Abstract

Pembangunan jalan tol terus maju hingga sekarang, salah satu contohnya adalah Tol Trans Jawa yang dibangun untuk menghubungkan Provinsi Banten dengan Provinsi Jawa Timur. Panjangnya rute yang harus ditempuh oleh pengguna jalan tol serta meningkatnya volume kendaraan yang melintas pada jalan tol, harus didukung oleh infrastruktur yang memadai yaitu rest area. Rest area memiliki peran penting dalam keselamatan, kenyamanan, dan produktivitas pengguna jalan, sekaligus dapat meningkatkan pertumbuhan ekonomi masyarakat sekitarnya. Perencanaan fasilitas rest area di Indonesia seringkali belum memperhatikan pemanfaatan lahan yang memberikan produktivitas tertinggi. Penelitian ini melakukan analisis untuk menemukan alternatif penggunaan lahan di dalam rest area yang memberikan produktivitas lahan maksimum. Metode Highest and best use (HBU) digunakan dalam menemukan alternatif pemanfaatan lahan kosong di rest area KM 844 Jalan Tol Pasuruan – Probolinggo. Analisis HBU yang dilakukan meliputi empat aspek, yaitu persyaratan hukum (legal), persyaratan fisik, finansial dan produktivitas maksimum dari penggunaan lahan. Dalam penelitian ini didapatkan bahwa dari ketiga alternatif yang ada telah dianalisis dengan empat kriteria HBU, alternatif 1 memberikan nilai lahan sebesar Rp. 104.317,- per meter persegi dengan produktivitas lahan sebesar 17%, alternatif 2 memberikan nilai lahan sebesar Rp. 803.514,-per meter persegidengan produktivitas lahan sebesar 134%, dan alternatif 3 memberikan nilai lahan sebesar Rp.1.198.615,- per meter persegi atau sebesar 199%.

The construction of toll roads continues to progress to this day, one example being the Trans Java Toll Road, which was built to connect Banten Province with East Java Province. The length of the route that toll road users must travel, as well as the increasing volume of vehicles passing through the toll road, must be supported by adequate infrastructure, namely rest areas. Rest areas play a crucial role in ensuring the safety, comfort, and productivity of road users, while also contributing to the economic growth of the surrounding community. The planning of rest area facilities in Indonesia often overlooks the use of land that yields the highest productivity. This study conducted an analysis to identify alternative uses of land within rest areas that maximize land productivity. The Highest and Best Use (HBU) method was employed to identify alternative uses for vacant land at the KM 844 rest area on the Pasuruan–Probolinggo Toll Road. The HBU analysis encompassed four key aspects: legal requirements, physical requirements, financial requirements, and maximizing productivity from land use. This study found that among the three alternatives analyzed using four HBU criteria, alternative 1 yielded a land value of Rp. 104,317,- per square meter with a land productivity of 17%, alternative 2 resulted in a land value of Rp. 803,514,- per square meter with a land productivity of 134%, and alternative 3 produced a land value of Rp. 1,198,615,- per square meter with a land productivity of 199%.
