Abstract

Pemeliharaan Pembangkit Listrik Tenaga Uap memiliki peran penting dalam menjaga keandalan dan kontinuitas pasokan listrik. Hasil kinerja operasional dari Pembangkit Listrik Tenaga Uap di Jeranjang, Nusa Tenggara Barat pada periode 2022 hingga 2024 menunjukkan adanya gangguan berulang pada peralatan utama mesin pembangkit yang menyebabkan Derating dan Forced Outage, sehingga berdampak pada kehilangan energi dan penurunan keandalan unit. Kondisi ini mengindikasikan perlunya pengembangan strategi pemeliharaan yang lebih adaptif terhadap dinamika operasional dan kebutuhan pengguna. Penelitian ini bertujuan untuk meningkatkan proses pemeliharaan melalui integrasi Outage Management Framework dengan pendekatan Design Thinking. Metode penelitian yang diimplementasikan menggunakan Partisipatory Action Research yaitu pendekatan kualitatif studi kasus dengan analisis data historis gangguan, observasi lapangan, wawancara, dan Focus Group Discussion. Analisis data dilakukan menggunakan Framework Analysis dan Interactive Analysis untuk mengidentifikasi permasalahan utama serta merancang model pemeliharaan terintegrasi. Hasil yang diharapkan dari penelitian ini adalah tersusunnya model pemeliharaan terintegrasi yang mampu memperbaiki alur perencanaan dan pelaksanaan Outage, memperkuat evaluasi pasca Overhaul, serta meningkatkan koordinasi antar fungsi. Model integrasi ini terbukti dapat mendukung peningkatan Equivalent Availability Factor, penurunan Equivalent Forced Outage Rate, serta memutus pola gangguan berulang pada peralatan utama mesin pembangkit. Penelitian dan penerapan model integrasi antara Outage Management Framework dan Design Thinking ini menghasilkan proses pemeliharaan yang lebih adaptif dan berorientasi pada kebutuhan pengguna untuk meningkatkan keandalan operasional Pembangkit Listrik Tenaga Uap Jeranjang.

Steam power plant maintenance plays a crucial role in maintaining the reliability and continuity of electricity supply. Operational performance results from the Jeranjang Steam Power Plant, West Nusa Tenggara, from 2022 to 2024 indicate recurring disruptions to the main generating plant equipment, causing derating and forced outages, resulting in energy loss and reduced unit reliability. This situation indicates the need to develop a more adaptive maintenance strategy for operational dynamics and user needs. This study aims to improve the maintenance process through the integration of the Outage Management Framework with a design thinking approach. The research method implemented uses Participatory Action Research, a qualitative case study approach with analysis of historical disruption data, field observations, interviews, and focus group discussions. Data analysis is carried out using framework analysis and interactive analysis to identify key issues and design an integrated maintenance model. The expected outcome of this study is the development of an integrated maintenance model that can improve the planning and implementation flow of outages, strengthen post-overhaul evaluations, and enhance coordination between functions. This integrated model has been proven to support an increase in the Equivalent Availability Factor, a decrease in the Equivalent Forced Outage Rate, and an end to recurring disruptions in the power plant's main equipment. The research and implementation of this integrated Outage Management Framework and Design Thinking model resulted in a more adaptive and user-orientated maintenance process, improving the operational reliability of the Jeranjang Steam Power Plant.
