Abstract
Indeks Pembangunan Literasi Masyarakat (IPLM) merupakan indikator penting yang digunakan untuk mengukur tingkat literasi suatu wilayah, yang mencerminkan kemampuan penduduk dalam mengakses, memahami, dan memanfaatkan informasi. Pemerintah Indonesia menargetkan peningkatan IPLM dalam RPJMN 2020–2024, namun hingga saat ini, capaian IPLM antarprovinsi menunjukkan ketimpangan yang cukup signifikan. Jawa Timur sebagai salah satu provinsi yang memenuhi target nasional juga memiliki ketimpangan capaian di setiap kabupaten/kotannya. Ketimpangan ini mengindikasikan adanya pengaruh faktor-faktor sosial, ekonomi, dan infrastruktur yang berbeda-beda di setiap wilayah. Oleh karena itu, penelitian ini bertujuan untuk memodelkan faktor-faktor yang memengaruhi kategori tinggi dan rendahnya IPLM menggunakan metode Geographically Weighted Logistic Regression (GWLR), yang dapat menangkap variasi lokal dari pengaruh setiap variabel. Data yang digunakan dalam penelitian ini bersumber dari publikasi Badan Pusat Statistik dengan unit analisis seluruh kabupaten/kota di Jawa Timur. Hasil penelitian menunjukkan bahwa model GWLR memiliki kinerja yang lebih baik dibandingkan model regresi logistik biner berdasarkan nilai AIC. Berdasarkan analisis IPLM di Jawa Timur, faktor-faktor yang memengaruhi IPLM menunjukkan variasi yang berbeda-beda, terlihat dari keberadaan outlier dan boxplot yang tidak simetris. Model GWLR dengan pembobot Gaussian dipilih karena menghasilkan nilai AIC terkecil. Tiga variabel terbukti signifikan terhadap IPLM, yaitu indeks kegemaran membaca masyarakat, harapan lama sekolah, dan rasio ketercukupan tenaga perpustakaan. Prediksi model berhasil mengidentifikasi delapan kota yang diperkirakan memenuhi target nasional RPJMN 2020–2024, antara lain Kabupaten Pacitan, Trenggalek, Magetan, Kota Madiun, Ngawi, Madiun, dan Ponorogo. Temuan ini menegaskan perlunya strategi pembangunan literasi yang disesuaikan dengan kondisi lokal masing-masing kabupaten/kota.

The Community Literacy Development Index (IPLM) is an important indicator used to measure the literacy level of a region, reflecting the population’s ability to access, understand, and utilize information. The Government of Indonesia targeted an increase in IPLM in the 2020–2024 RPJMN, but until now, IPLM achievements across provinces show quite significant disparities. East Java, as one of the provinces that meets the national target, also has unequal achievements across its districts and cities. These disparities indicate the influence of varying social, economic, and infrastructure factors in each region. Therefore, this study aims to model the factors that influence the high and low categories of IPLM using the Geographically Weighted Logistic Regression (GWLR) method, which can capture local variations in the influence of each variabel. The data used in this study are sourced from publications by Statistics Indonesia, with the unit of analysis being all districts/cities in East Java. The results show that the GWLR model has better performance than the global logistic model based on the AIC value. Based on the analysis of the IPLM in East Java, the factors that influence IPLM show varying distributions, as seen from the presence of outliers and asymmetric boxplots. The GWLR model with Gaussian weighting was chosen because it produced the smallest AIC value. Three variabels were found to be significant for IPLM: the community reading interest index, expected years of schooling, and the adequacy ratio of library personnel. The model’s predictions successfully identified eight regions estimated to meet the 2020–2024 RPJMN national target, including Pacitan, Trenggalek, Magetan, Madiun City, Ngawi, Madiun, and Ponorogo. These findings emphasize the need for literacy development strategies tailored to the local conditions of each district/city.
