Abstract

Infrastruktur merupakan suatu hal yang sangat dibutuhkan oleh masyarakat, salah satu bentuk dari infrastruktur merupakan jalan tol. Jalan tol merupakan jalan umum yang merupakan bagian sistem jaringan jalan nasional yang penggunaannya diwajibkan membayar tol. Salah satu upaya pemerintah Republik Indonesia untuk meningkatkan infrastruktur di Pulau Jawa adalah pembangunan jalan tol pada sisi selatan Pulau Jawa, yaitu Jalan Tol Gedebage-Tasikmalaya-Cilacap. Pembangunan jalan tol ini bertujuan sebagai salah satu upaya dalam peningkatan sektor ekonomi pada sisi selatan Pulau Jawa yang dinilai pergerakannya sedikit lambat dibandingkan dengan sisi utara Pulau Jawa. Jalan Tol ini memiliki 4 seksi, yaitu seksi 1 menghubungkan antara Gedebage-Garut Utara, seksi 2 menghubungkan antara Garut Utara-Tasikmalaya, seksi 3 menghubungkan antara Tasikmalaya-Pangandaran, dan seksi 4 menghubungkan antara Pangandaran-Cilacap. Dengan adanya rencana pemerintah dalam pembangunan jalan tol tersebut sebagai salah satu proyek prioritas, maka diperlukan perencanaan pembangunan rest area pada seksi 1 dengan ruang parkir yang cukup sehingga pengguna jalan yang memasuki rest area tidak mengalami antrean. Selain itu, perlu direncanakan fasilitas pada rest area sebagai pendukung pengguna jalan tol yang ingin beristirahat saat merasa lelah berkendara. Perencanaan rest area ini berpedoman pada standar yang berlaku antara lain Pedoman Perencanaan dan Pengoperasian Fasilitas Parkir Direktorat Bina Sistem Lalu Lintas Angkutan Kota 1998, Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia nomor 28 Tahun 2021, dan beberapa referensi lainnya. Analisis yang dilakukan berupa survei kebutuhan ruang parkir berdasarkan volume kendaraan masuk dan keluar rest area serta survei kecenderungan penggunaan fasilitas oleh pengguna jalan pada 3 titik yaitu Rest Area KM 72A, Rest Area KM 88A, dan Rest Area KM 147 pada ruas tol Purwakarta-Bandung-Cileunyi. Dari analisis tersebut didapatkan nilai karakteristik parkir pada masing-masing rest area. Kemudian digunakan metode regresi linear untuk mendapatkan analisis kebutuhan ruang parkir pada rest area rencana. Dari hasil analisis didapatkan bahwa terdapat 38,02% pengguna Jalan Nasional Gedebage-Garut berpindah untuk menggunakan Jalan Tol Gedebage-Tasikmalaya-Cilacap-Seksi 1 pada saat tahun pertama jalan tol tersebut beroperasi yaitu tahun 2024. Rest Area pada Jalan Tol Gedebage-Tasikmalaya-Cilacap Seksi 1 merupakan rest area dengan tipe A berdasarkan kapasitas parkir yang tersedia sebesar 220 untuk kendaraan kecil dan 58 untuk kendaraan besar. Fasilitas yang disediakan pada rest area tersebut yaitu toilet, tempat ibadah, restoran, mini market, dan SPBU serta dilengkapi dengan fasilitas rambu lalu lintas. Rest Area ini direncanakan terletak pada STA 31+800.======================================================================================================================================
Infrastructure is something that is really needed by the community, one form of infrastructure is toll roads. Toll roads are public roads that are part of the national road network system whose use is required to pay tolls. One of the efforts of the government of the Republic of Indonesia to improve infrastructure in Java is the construction of a toll road on the southern side of Java, namely the Gedebage-Tasikmalaya-Cilacap Toll Road. The construction of this toll road is intended as an effort to increase the economic sector on the southern side of Java Island, which is considered to be moving slightly slower than the northern side of Java Island. This toll road has 4 sections, namely section 1 connecting Gedebage-North Garut, section 2 connecting North Garut-Tasikmalaya, section 3 connecting Tasikmalaya-Pangandaran, and section 4 connecting Pangandaran-Cilacap. With the government's plan for the construction of the toll road as one of the priority projects, it is necessary to plan the construction of a rest area in section 1 with sufficient parking space so that road users entering the rest area do not experience queues. In addition, it is necessary to plan facilities in the rest area to support toll road users who want to rest when they feel tired of driving. Planning for this rest area is guided by applicable standards, including the Guidelines for Planning and Operation of Parking Facilities, Directorate of City Transport Traffic System Development, 1998, Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia number 28 of 2021, and several other references. The analysis was carried out in the form of a survey of parking space requirements based on the volume of vehicles entering and leaving the rest area as well as a survey of the trend of using the facility by road users at 3 points, namely Rest Area KM 72A, Rest Area KM 88A, and Rest Area KM 147 on the Purwakarta-Bandung-toll road section. Cileunyi. From this analysis, the value of parking characteristics in each rest area is obtained. Then the linear regression method is used to obtain an analysis of the parking space requirements in the planned rest area. From the results of the analysis, it was found that there were 38.02% of users of the Gedebage-Garut National Road switched to use the Gedebage-Tasikmalaya-Cilacap-Section 1 Toll Road during the first year the toll road was operating, namely in 2024. Rest Area on the Gedebage-Tasikmalaya-Toll Road Cilacap Section 1 is a rest area with type A based on the available parking capacity of 220 for small vehicles and 58 for large vehicles. The facilities provided at the rest area are toilets, places of worship, restaurants, mini markets, and gas stations and are equipped with traffic sign facilities This rest area is planned to be located at STA 31+800.
