Abstract

Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) merupakan komponen yang penting dalam penyelenggaraan proyek konstruksi. Pada kenyataannya penyelenggaraan SMK3 masih sering kali diabaikan oleh para pekerja ataupun penyelenggara proyek konstruksi, sehingga mengakibatkan terjadinya kecelakaan kerja dan berdampak terhadap bertambahnya biaya proyek konstruksi. Proyek Konstruksi Gedung Otoritas Jasa Keuangan Surabaya merupakan bangunan berlantai 10 yang berpotensi menimbulkan kecelakaan kerja sehingga diperlukan analisis biaya SMK3 untuk mengantisipasinya. Penelitian Tugas Akhir ini bertujuan untuk mengetahui potensi bahaya dan risiko serta mitigasi risiko, yang kemudian dilakukan analisis biaya SMK3 dari pelaksanaan konstruksi proyek Gedung Otoritas Jasa Keuangan Surabaya. Penelitian ini menggunakan acuan Peraturan Menteri PUPR No 1 Tahun 2022. Dalam analisis biaya SMK3 ini dilakukan berdasarkan identifikasi bahaya dan risiko dengan menyebarkan kuisioner survey pendahuluan untuk mendapatkan variabel yang relevan di lapangan, yang kemudian hasil tersebut dijadikan kuisioner utama yang meliputi likelihood dan severity berdasarkan persepsi responden di proyek. Setelah itu dilakukan perhitungan likelihood dan severity yang kemudian didapatkan matriks analisis risiko sehingga dapat diketahui risiko kecelakaan kerja yang paling dominan. Kemudian didapatkan hasil mitigasi risiko tersebut dan dilakukan analisis biaya SMK3. Hasil Penelitian ini adalah pada proyek konstruksi Gedung OJK Surabaya yang terdiri dari pekerjaan bekisting, pembesian, pengecoran, pekerjaan atap, arsitektural, pembongkaran, mekanikal – elektrikal. Dengan 28 risiko dengan kategori Low, 18 risiko dengan kategori Moderate, 31 risiko dengan kategori High, didapatkan rencana mitigasi risiko High antara lain; sosialisasi k3, safety training, pemasangan rambu – rambu, penyediaan apar, penggunaan safety harness, pemasangan safety net, pembuatan jalur evakuasi, pemberian pembatas area, asuransi dan sertifikasi pekerja, manajemen kebersihan dan kerapihan. Sedangkan untuk risiko Low dan Moderate cukup dengan penyediaan obat – obatan, P3K, dan sosialisasi K3 yang mencakup tata cara penggunaan APD yang baik dan benar. Dari analisis biaya SMK3 yang telah dilakukan diperoleh biaya sebesar Rp. 2.517.051.984,- dengan presentase 1,540% dari nilai kontrak proyek.

The Work Health and Safety Management System (OHSMS) is an important component in the implementation of construction projects. In fact, the implementation of OHSMS is still often ignored by workers or construction project operators, resulting in work accidents and an impact on increasing construction project costs. The Surabaya Financial Services Authority Building Construction Project is a 10-storey building project that has many potential to cause work accidents, so an OHSMS cost analysis is required to anticipate it. This Final Project research aims to determine the potential hazards and risks as well as risk mitigation, which then carried out by analyzing the cost of OHSMS from the construction of the Surabaya Financial Services Authority Building project. This study uses the reference to the Minister of Public Works and Public Housing Regulation No. 1 of 2022. In this OHSMS cost analysis, it is carried out based on the identification of hazards and risks by distributing a preliminary survey questionnaire to obtain relevant variables in the field, which then the results are used as the main questionnaire which includes likelihood and severity based on perceptions everyone on the project. After that, the likelihood and severity were calculated which then obtained a risk analysis matrix so that the most dominant risk of work accidents could be identified. Then the results of the risk mitigation are obtained and an analysis of the cost of OHSMS is obtained. The results of this research are the construction project of the Surabaya Financial Services Authority Building which consists of formwork work, ironing, casting, roofing, architectural, demolition, mechanical - electrical work. With 28 risks in the Low category, 18 risks in the Moderate category, 31 risks in the High category, the High risk mitigation plan is obtained, including; socialization of OH&S, safety training, installation of signs, provision of fire extinguisher, use of safety harness, installation of safety nets, creation of evacuation paths, provision of restrict areas, insurance and worker certification, cleanliness and tidiness management. Meanwhile, for Low and Moderate risks, it is sufficient to provide medicines, first aid kits, and OH&S socialization which includes good and correct procedures for using PPE. From the cost analysis of OHSMS that has been carried out, the cost is Rp. 2.517.051.984,- that equal as much as 1.540% of the project contract value.
