Abstract

Rantai pasok pangan merupakan suatu sistem yang terintegrasi dan mencakup seluruh tahapan, mulai dari produksi, pengolahan, distribusi, hingga konsumsi oleh masyarakat. Efisiensi dalam rantai pasok pangan menjadi aspek yang sangat penting guna memastikan ketersediaan, ketepatan waktu, serta keterjangkauan lokasi dalam sistem distribusi bahan pangan pokok seperti beras. Program pendistribusian beras bagi Pegawai Negeri Sipil (PNS) Pemerintah Kota Surabaya berupaya meningkatkan akses terhadap beras berkualitas dengan harga terjangkau. Latar belakang program ini muncul dari perkembangan aplikasi e-Peken yang awalnya ditujukan untuk PNS, namun kemudian digunakan oleh masyarakat umum sehingga meningkatkan permintaan dan menyebabkan kenaikan harga beras di platform tersebut. Untuk mengatasi hal ini, Pemerintah Kota Surabaya menugaskan BUMD penyedia beras untuk menyalurkan beras langsung kepada PNS melalui jejaring toko retail mitra. Alfamart dipilih sebagai titik distribusi karena memiliki jaringan toko yang luas dan dekat dengan permukiman masyarakat. Penelitian ini bertujuan untuk membangun model optimasi fasilitas logistik yang mencakup penentuan kapasitas gudang utama dan lokasi toko retail mitra dengan pendekatan Mixed Integer Linear Programming (MILP) yang menggabungkan konsep Set covering dan P-median. Selain itu, penelitian ini juga bertujuan menentukan jumlah buffer stock yang optimal serta waktu pengisian ulang (replenishment) untuk setiap titik distribusi. Studi kasus dilakukan di Kota Surabaya dengan mempertimbangkan jumlah PNS dan sebaran lokasi tempat tinggal mereka. Hasil penelitian yang didapat berupa rekomendasi pembukaan 2 gudang dan 15 Alfamart untuk memenuhi kebutuhan PNS di berbagai lokasi. Gudang dan alfamart yang diaktifkan diberikan 3 zona utama untuk mengatasi understock maupun overstock, dimana gudang 1 memiliki demand sebanyak 2239 pack dengan Top of Green 1275, Top of Yellow 975 pack, dan top of red 600 pack. Serta alfamart melayani RW yang terpilih, dimana Alfamart yang melayani PNS terbanyak yaitu Alfamart 1 sebanyak 167 RW dengan demand 518 pack beras.

The food supply chain is an integrated system encompassing all stages, from production, processing, distribution, to public consumption. Efficiency in the food supply chain is crucial to ensure the availability, timeliness, and accessibility of staple food distribution systems such as rice. The Surabaya City Government's rice distribution program for Civil Servants (PNS) seeks to improve access to quality rice at affordable prices. The program's background arose from the development of the e-Peken application, initially intended for PNS, but later adopted by the general public, increasing demand and causing rice prices to rise on the platform. To address this issue, the Surabaya City Government assigned a regionally-owned rice provider to distribute rice directly to PNS through a network of partner retail stores. Alfamart was chosen as the distribution point due to its extensive store network and proximity to residential areas. This study aims to develop a logistics facility optimization model that includes determining the capacity of the main warehouse and the location of partner retail stores using a Mixed Integer Linear Programming (MILP) approach that combines the concepts of Set covering and P-median. In addition, this study also aims to determine the optimal amount of buffer stock and replenishment time for each distribution point. The case study was conducted in Surabaya City by considering the number of civil servants and the distribution of their residential locations. The results of the study were recommendations for the opening of 2 warehouses and 15 Alfamarts to meet the needs of civil servants in various locations. The activated warehouses and Alfamarts were given 3 main zones to address understock and overstock, where warehouse 1 had a demand of 2239 packs with a Top of Green 1275, Top of Yellow 975 packs, and top of red 600 packs. Alfamart also served selected civil servants, where the Alfamart that served the most civil servants was Alfamart 1 with 167 civil servants with a demand of 518 packs of rice.
