Abstract
Proses procurement pada sebuah perusahaan merupakan hal yang penting dimana performansi perusahaan tidak lepas dari performansi procurement. Bagian Procurement PT X telah dua tahun berturut-turut tidak dapat memenuhi kinerja yang telah ditetapkan oleh manajemen. Nilai Sigma saat ini adalah 3.0 untuk Sourcing on Time dan nilai sigma 3.1 untuk OTIF sementara target sigma yang mesti dicapai adalah 3.6 untuk Sourcing on Time dan 3.4 untuk OTIF. Penelitian ini bertujuan untuk mengidentifikasi akar penyebab performansi Sourcing on Time dan On Time in Full (OTIF) yang tidak tercapai, menganalisa dan memvalidasi akar penyebab sebenarnya dari permasalahan tersebut serta memberikan usulan program cara meningkatkan kinerja di bagian Procurement dengan menggunakan pendekatan DMAIC dari metode Six Sigma. Berdasarkan penelitian yang telah dilakukan didapatkan bahwa penyebab utama cacat proses Sourcing on Time adalah waktu yang digunakan oleh Procurement untuk bernegosiasi. Sementara penyebab utama cacat proses On Time in Full (OTIF) adalah ketepatan waktu pengiriman material oleh Supplier. Hasil analisa akar penyebab cacat proses Sourcing on Time, diantaranya adalah Procurement Analyst tidak memiliki otoritas dalam menentukan batasan minimal nilai negosiasi sehingga negosiasi dilakukan berulang-ulang, sementara akar penyebab cacat proses On Time in Full (OTIF) adalah Procurement tidak pempertimbangkan performance supplier yang buruk sebelum memberikan PO dan tidak konsisten memberikan sangsi ke supplier. Usulan perbaikan untuk proses Sourcing on Time antara lain adalah Procurement Management perlu menentukan frekuensi jumlah negosiasi berdasarkan kompleksitas pekerjaan agar lebih efektif, sementara dalam hal On Time in Full, usulan perbaikannya antara lain Procurement perlu membuat Laporan kinerja supplier dan kontraktor dalam bentuk Dashboard dan menerapkan sangsi/penalty secara konsisten ke suppliers yang melanggar, dan mengirimkan laporan bulanan secara konsisten ke Suppliers terkait kinerjanya.

The procurement process in a company is an important thing where the company's performance cannot be separated from the procurement performance. The Procurement Section of PT X has not been able to fulfil the performance set by management for two consecutive years. The current Sigma value is 3.0 for Sourcing on Time and Sigma value 3.1 for OTIF while the sigma target that must be achieved is 3.6 for Sourcing on Time and 3.4 for OTIF. The purpose of this study is to dentify the root causes of the Sourcing on Time and On Time in Full (OTIF) performance not being achieved, analyse and validate the real root causes of these problems and provide program suggestions on how to improve performance in the Procurement section using the DMAIC approach from the Six Sigma method. From the research, it was found that the main cause of defects in the Sourcing on Time process is the time used by Procurement to negotiate. Meanwhile, the main cause of the On Time in Full (OTIF) process defect is the timeliness of material delivery by the Supplier. The results of the analysis of the root causes of the Sourcing on Time process defects, including the Procurement Analyst does not have the authority to determine the minimum limit of the negotiation value so that negotiations are carried out repeatedly, while the root cause of the On Time in Full (OTIF) process defect is that Procurement does not consider poor supplier performance before giving a PO and inconsistently giving sanctions to suppliers. Proposed improvements to the Sourcing on Time process include Procurement Management needing to determine the frequency of the number of negotiations based on the complexity of the work to be more effective while in the case of On Time in Full, the proposed improvements include Procurement needs to make supplier and contractor performance reports in the form of Dashboard and apply anctions/penalties consistently to suppliers who violate, and consistently submit monthly reports to suppliers regarding their performance.
