Abstract

PT XYZ is a metal fabrication company that specializes in producing metal products for industrial applications and relies heavily on the availability and quality of raw materials from multiple suppliers. In recent years, the company has experienced frequent raw material shortages that disrupted production and reduced operational performance, highlighting the importance of effective Supply Chain Management (SCM). As supply chains become more complex and vulnerable to disruptions, Supply Chain Risk Management (SCRM) plays a critical role in supporting Supply Chain Resilience (SCR). This research aims to map the current state of SCRM implementation at PT XYZ and to develop a risk mitigation strategy for managing raw material supply risks. Supply chain activities were categorized using the Supply Chain Operations Reference (SCOR) model, while risks were analyzed using the House of Risk (HOR) framework. The results show that PT XYZ’s SCRM has an inconsistent risk identification, irregular assessment practices, limited monitoring, and weak collaboration with suppliers. The HOR analysis identified 23 risk events and 23 risk agents, from which 13 high-priority risk agents were selected in Phase 1. In Phase 2, 13 mitigation actions were evaluated and nine priority actions were determined based on their effectiveness and feasibility of implementation. PT XYZ’s SCRM is still at basic level, inconsistent and unsystematic. The risk mitigation strategies developed based on the HOR include the Forecasting and Inventory System Implementation Procedure, Supplier Safety-Stock Agreement Procedure, Automated Purchasing Order Creation Procedure, Cross-Department Coordination Procedure, Min-Max Inventory Procedure, Supplier Lead-Time Control Procedure, Material Specification and Verification Procedure, Incoming Quality Check Strengthening Procedure, and Standard Operational Procedure Compliance Procedure

PT XYZ adalah perusahaan fabrikasi logam yang memiliki keahlian dalam produksi produk logam untuk industri dan sangat bergantung pada ketersediaan serta kualitas bahan baku dari berbagai pemasok. Dalam beberapa tahun terakhir, perusahaan sering mengalami kekurangan bahan baku yang mengganggu proses produksi dan menurunkan kinerja operasional hal ini menunjukkan pentingnya peran Supply Chain Management (SCM) yang efektif. Seiring dengan praktik manajemen rantai pasok yang kompleks dan rentannya rantai pasok terhadap gangguan, SCRM (Supply Chain Risk Management) memegang peran penting dalam mendukung resiliensi rantai pasok. Penelitian ini bertujuan untuk memetakan kondisi terkini implementasi manajemen risiko rantai pasok di PT XYZ serta mengembangkan strategi mitigasi risiko dalam pengelolaan risiko pasokan bahan baku. Aktivitas rantai pasok dikategorikan menggunakan model Supply Chain Operations Reference (SCOR), sementara risiko dianalisis menggunakan kerangka kerja House of Risk (HOR). Hasil penelitian menunjukkan bahwa SCRM di PT XYZ memiliki identifikasi risiko yang tidak konsisten, praktik penilaian yang tidak teratur, pemantauan yang terbatas, serta kolaborasi yang lemah dengan pemasok. Analisis HOR mengidentifikasi 23 peristiwa risiko dan 23 agen risiko, di mana 13 agen risiko prioritas tinggi dipilih pada Fase 1. Pada Fase 2, sebanyak 13 tindakan mitigasi dievaluasi dan sembilan tindakan prioritas ditentukan berdasarkan tingkat efektivitas dan kelayakan implementasinya. SCRM di PT XYZ masih berada pada tingkat dasar, bersifat tidak konsisten, dan tidak sistematis. Strategi mitigasi risiko yang dikembangkan berdasarkan HOR meliputi: Prosedur Implementasi Sistem Peramalan dan Persediaan, Prosedur Perjanjian Safety Stock dengan Pemasok, Prosedur Pembuatan Purchase Order Otomatis, Prosedur Koordinasi Lintas Departemen, Prosedur Persediaan Min-Max, Prosedur Pengendalian Lead Time Pemasok, Prosedur Spesifikasi dan Verifikasi Material, Prosedur Penguatan Pemeriksaan Kualitas Material Masuk, serta Prosedur Kepatuhan terhadap Standar Operasional.
