Abstract

Di berbagai negara bagian Indonesia mengalami kelangkaan minyak goreng sehingga menyebabkan harga produk naik sebesar dua kali lipat. Minyak goreng merupakan produk utama dari perusahaan X. Jaringan rantai pasok perusahaan X dibatasi pada pelaku rantai pasok yang terdiri dari produsen minyak goreng, distributor dan konsumen. Kejadian -kejadian risiko yang akan ditimbullkan pada aktivitas rantai pasok dapat menyebabkan prespektif negatif terhadap konsumen sehingga berdampak pada produk. Salah satunya kejadian-kejadian risiko yang akan terjadi seperti keterlambatan pengiriman bahan baku yang mengakibatkan produksi berkurang, perubahan kebijakan pemerintah dalam penetapan HET (Harga Eceran Tertinggi) dan tingginya permintaan minyak goreng di pasar domestik dan ekspor sehingga minyak goreng menjadi langka di pasaran. Maka dari itu, upaya yang dilakukan untuk mengurangi risiko tersebut adalah dengan mengidentifikasi kejadian-kejadian risiko (risk events), mengetahui keterkaitan risiko serta merencanakan aksi mitigasi risiko sangat diperlukan untuk mereduksi terjadinya risiko pada rantai pasok minyak goreng di perusahaan X. Berdasarkan masalah tersebut, peneliti mengidentifikasi kejadian risiko dalam rantai pasok minyak goreng, mengevaluasinya serta mengetahui keterkaitan kejadian risiko dengan integrasi metode fuzzyDEMATEL-ISM-MICMAC dan merencanakan aksi mitigasi risiko untuk menguranginya. Hasil dari penelitian ini, telah teridentifikasi sebelas kejadian risiko dan risiko yang paling mempengaruhi kejadian risiko adalah stok minyak goreng yang rendah (R1) dan bias informasi (R5). Rencana aksi mitigasi yang direkomendasikan perusahaan adalah menerapkan pengendalian persediaan yang komprehensif dan berbagi informasi dengan mitra kerja agar risiko pada rantai pasok minyak goreng dapat tereduksi.

In various parts of Indonesia, there is a shortage of cooking oil, causing product prices to double. Cooking oil is the main product of company X. Company X's supply chain network is limited to supply chain actors consisting of cooking oil producers, distributors and consumers. Risk events that will arise in supply chain activities can cause a negative perspective on consumers so that they have an impact on the product. One of them is risk events that will occur such as delays in the delivery of raw materials resulting in reduced production, changes in government policy in determining HET (Highest Retail Price) and high demand for cooking oil in the domestic and export markets so that cooking oil becomes scarce in the market. Therefore, the efforts made to reduce these risks are by identifying risk events, knowing the linkage of risks and planning risk mitigation actions that are needed to reduce the occurrence of risks in the cooking oil supply chain in company X. Based on these problems, researchers identify risk events in the cooking oil supply chain, evaluate them and determine the relationship between risk events with the integration of the fuzzy DEMATEL-ISM-MICMAC method and plan risk mitigation actions to reduce them. The results of this study, have identified eleven risk events and the risks that most influence risk events are low cooking oil stocks (R1) and information bias (R5). The mitigation action plan recommended by the company is to implement comprehensive inventory management and share information with business partners so that risks in the cooking oil supply chain can be reduced.
