Abstract

Pembangkit Listrik Tenaga Uap (PLTU) Jawa 9 & 10 merupakan proyek pembangkit yang sedang dibangun dan belum memiliki supplier batubara yang akan digunakan. Saat ini, pemilihan supplier batubara dilakukan oleh PT Energi Primer Indonesia dengan menggunakan metode pengadaan barang dan jasa khusus yang hanya berfokus pada aspek teknis dan harga. Penelitian ini mengembangkan rancangan pemilihan supplier batubara pada PLTU Jawa 9 & 10 dengan melakukan integrasi metode Analytical Network Process (ANP) dan metode Preference Ranking Organization Method for Enrich Evaluation (PROMETHEE). Metode ANP digunakan untuk mendapatkan bobot prioritas dengan memperhitungan adanya hubungan antar subkriteria. Selanjutnya dilakukan pemeringkatan alternatif supplier dengan menggunakan metode PROMETHEE berdasarkan preferensi pengambil keputusan. Terdapat 4 kriteria dan 13 subkriteria yang digunakan pada penelitian ini. Kriteria yang digunakan yaitu Quality, Cost, Capacity dan Environmental, Social and Governance (ESG). Hasil penelitian menunjukkan bahwa kriteria Capacity menjadi kriteria dengan bobot terbesar yang selanjutnya diikuti oleh kriteria ESG, Cost dan Quality. Hal ini menunjukkan bahwa saat ini kriteria Capacity kini menjadi pertimbangan penting dibandingkan pendekatan sebelumnya. Penelitian ini menghasilkan urutan pemeringkatan supplier batubara dari 10 alternatif supplier batubara terbesar di Indonesia dengan 3 supplier teratas yaitu PT Bukit Asam, PT Arutmin Indonesia, dan PT Adaro Indonesia. Hasil penelitian dapat direkomendasikan kepada pemegang kebijakan untuk digunakan pada PLTU Jawa 9 & 10.

The Jawa 9 & 10 Steam Power Plant is a power plant project currently under construction and do not yet have a supplier for the coal that will be used. Currently, the selection of coal suppliers is carried out by PT Energi Primer Indonesia using a special procurement method that focuses only on technical aspects and price. This study developed a design for selecting coal suppliers for the Java 9 & 10 Steam Power Plant by integrating the Analytical Network Process (ANP) method and the Preference Ranking Organization Method for Enrich Evaluation (PROMETHEE) method. The ANP method was used to obtain priority weights by calculating the relationships between sub-criteria. Next, supplier alternatives were ranked using the PROMETHEE method based on the preferences of decision makers. There were 4 criteria and 13 sub-criteria used in this study. The criteria used were Quality, Cost, Capacity, and Environmental, Social and Governance (ESG). The results of the study show that the Capacity criteria is the criteria with the largest weight, followed by the ESG, Cost, and Quality criteria. This shows that currently, the Capacity criteria is now an important consideration compared to the previous approach. This study produced a ranking of coal suppliers from 10 of the largest coal suppliers in Indonesia, with the top 3 suppliers being PT Bukit Asam, PT Arutmin Indonesia, and PT Adaro Indonesia. The results of this study can be recommended to policy makers for use in the Java 9 & 10 Steam Power Plant.
