Abstract

Fenomena urbanisasi mendorong pertumbuhan populasi dan peningkatan kemacetan di Surabaya, menjadikannya kota tersibuk ke-44 di dunia. Untuk mengatasi kemacetan, kota-kota metropolitan mengembangkan bus rapid transit (BRT) guna mendorong peralihan dari kendaraan pribadi. Studi terdahulu menunjukkan terjadi peningkatan peralihan dan kinerja angkutan umum setelah BRT. Temuan ini menjadikan BRT sebagai prospek untuk optimasi layanan koridor R4 Suroboyo Bus. Dalam tugas akhir ini, direncanakan sistem BRT, meliputi dedicated bus lane (DBL), fasilitas halte dan pedestrian, dan kapasitas. Analisis melibatkan kinerja ruas jalan dan simpang, LOS transit, kapasitas BRT, optimasi lokasi halte, pemodelan demand, perencanaan DBL, penilaian kelayakan, dan rekomendasi. Analisis memberikan peralihan rute dan penyesuaian akibat flyover Taman Pelangi. Optimasi lokasi halte dengan relaksasi Lagrange menghasilkan 41 titik di R4A dan 36 titik di R4B. Dalam pemodelan demand, diperoleh model generation dengan R2 0,58–0,85 dan bangkitan perjalanan hingga 237 pax. Dengan fluid analogy, dihasilkan rerata PKT 3,17–4,72 km. Adapun multinomial logit memberikan model dengan R2 0,93-0,96 dan kenaikan trip share PT sebesar 3,32% (+2,3%) di R4A dan 3,77% (+3,03%) di R4B. Di sisi lain, DBL menyusun 73,9% (15,4 km) koridor R4A dan 68,7% (12,3 km) R4B, dengan 81,3% ruas R4A dan 64,86% R4B berada di kejenuhan (DJ) ≤ 0,85. Di simpang APILL, terjadi penurunan kinerja akibat penyempitan median Jl. Dr. Ir. H. Soekarno. Rencana kapasitas memberikan C0 1104 pax/jam, headway 5 menit, dan load factor (αMaks.) 0,306 di R4A dan 0,32 di R4B. Analisis skor LOS transit mencapai nilai A dari semula D–F, dan skor BRT Standard mencapai 82,75% (standar perak). Dengan adanya BRT, diperoleh reduksi waktu tempuh sebesar 27,1% pada R4A dan 40,24% pada R4B sehingga terjadi peningkatan kinerja pada rute R4. Dukungan realisasi diberikan melalui rekomendasi yang meliputi pendirian BUMD Transportasi Umum, kerja sama hak penamaan dan periklanan, kebijakan TDM dan TOD, dan citra merek transportasi umum.

Urbanization has escalated population and congestion growth in Surabaya, making it the 44th busiest city globally. To address congestion, metropolitan cities have implemented bus rapid transit (BRT) to promote shift from private vehicles. Previous studies demonstrates that BRT fosters modal shift and public transport services, a prospect to optimize Suroboyo Bus R4 line performance. This final project planned a BRT system, including dedicated bus lane (DBL), stop and pedestrian facilities, and capacity. The analysis encompasses highway and intersection performance, transit LOS and capacity, stop location optimization, demand modelling, DBL planning, performance evaluation, and recommendations. The outcomes are route diversion and adjustments due to Taman Pelangi flyover. Stop locations optimization with Lagrangian relaxation generates 41 and 31 stops on R4A and R4B. Demand modelling resulted in a generation model with R2 0.58–0.85, and up to 237 pax generated. Fluid analogy yields average PKT of 3.1–4.72 km. Multinomial logit produces a model with R2 0.93-0,96, and indicates a PT trip share at 3.32% (+2.3%) on R4A and 3.77% (+3%) R4B. Furthermore, the DBL constitutes 73.9% (15.4 km) of R4A and 68.7% (12.3 km) of R4B line, with 81.3% of R4A and 64.86% of R4B segments at saturation degree (DS) ≤ 0.85. At intersections, a degradation to performance happens due to median width shrinkage on Jl. Dr. Ir. H. Soekarno. Capacity planning yields C0 at 1104 pax/hour, 5-minute headway, and load factor (αMax.) of 0.306 (R4A) and 0.32 (R4B). Transit LOS score analysis reaches level A from D–F, and BRT Standard score reaches 82.75% (silver standard). Thanks to BRT, the theoretical travel time is reduced at 27,11% on R4A and 40,24% on R4B, exhibiting performance improvement. To foster the idea, recommendations are given, including Public Transport MOE establishment, naming rights and advertising partnerships, TDM and TOD policies, and branding.
