Abstract

PT Kaltim Parna Industri menghadapi permasalahan blackout selama kurang lebih satu bulan karena kekurangan suplai steam dari pihak eksternal sehingga sumber kelistrikan internal berupa Steam Turbine Generator (STG) berkapasitas 6 MW tidak dapat beroperasi. Dengan adanya permasalahan tersebut dan pertimbangan penambahan beban LCO₂ di masa mendatang, PT KPI memutuskan untuk menambahkan pembangkit baru berupa Gas Turbine Generator (GTG) berkapasitas 15 MW dengan Heat Recovery Steam Generator (HRSG) yang memanfaatkan gas buang dari GTG untuk mendukung proses start up STG, serta menyuplai kebutuhan daya pada beban eksisting dan beban baru LCO₂ dengan total daya mencapai 8,4 MW. Oleh karena itu, penelitian ini difokuskan pada pengaturan sistem proteksi internal pada generator baru, khususnya pengaturan dan koordinasi relai proteksi pada GTG, guna memastikan keamanan operasi generator, mencegah potensi terjadinya kesalahan trip pada perangkat pengaman, serta menjaga kontinuitas suplai daya. Dengan implementasi sistem proteksi internal generator yang tepat, PT KPI diharapkan dapat mengoperasikan pembangkit barunya secara optimal sehingga tercapai keandalan dan stabilitas sistem kelistrikan yang baik.

PT Kaltim Parna Industri experienced a blackout for approximately one month due to a shortage of steam supply from external sources, which caused the internal power source, a 6 MW Steam Turbine Generator (STG), to be unable to operate. In response to this issue and considering the future addition of LCO₂ load, PT KPI decided to install a new power plant in the form of a 15 MW Gas Turbine Generator (GTG) equipped with a Heat Recovery Steam Generator (HRSG). The HRSG utilizes exhaust gas from the GTG to support the start up process of the STG and to supply power for both the existing load and the new LCO₂ load, with a total demand of 8.4 MW. Therefore, this study focuses on configuring the internal protection system of the new generator, specifically the setting and coordination of protective relays on the GTG, to ensure safe generator operation, prevent potential mis tripping of protective devices, and maintain continuity of power supply. With the proper implementation of the generator’s internal protection system, PT KPI is expected to operate its new power plant optimally, achieving reliability and stability of the electrical system.
