Abstract
Kehandalan Sistem 150 kV Lombok sangat dibutuhkan dalam menopang kebutuhan listrik Pulau Lombok yang merupakan salah satu daerah Destinasi Pariwisata Super Prioritas (DPSP) Indonesia dan lokasi penyelenggaraan 5 Event International setiap tahun. Pada rentang periode 2019-2023, Sistem Lombok telah mengalami Blackout 4 kali dengan total ENS mencapai 1.266,8 MWH. Penelitian ini mengusulkan Adaptive Load Shedding berbasis PSO untuk menggantikan defence scheme konvensional menggunakan Under Frequency Load Shedding (UFLS) static yang saat ini digunakan di sistem kelistrikan lombok. Metode penelitian menggunakan pendekatan simulasi pemodelan sistem kelistrikan lombok dengan data lapangan tahun 2024 dengan beberapa kontigensi berdasarkan data historis gangguan yang menyebabkan blackout pada rentang 2019-2023 dan kejadian yang mungkin terjadi setelah adanya penambahan PLTU Lombok (FTP2) 2x50 MW serta penambahan jalur transmisi Jeranjang - Sekotong. Dengan Adaptive Load Shedding berbasis PSO ini stabilitas sistem kelistrikan lombok pasca gangguan dapat lebih cepat kembali ke normal dengan pelepasan beban rata-rata sebesar 27,296% dibandingkan Under Frequency Load Shedding statik sehingga potensi Black Out dapat dihindari.

The reliability of the Lombok 150 kV System is critical in sustaining the electricity demand of Lombok Island, designated as one of Indonesia's Super Priority Tourism Destinations (DPSP) and the host of five international events annually. Between 2019 and 2023, the Lombok System experienced four blackout incidents, resulting in a total Energy Not Served (ENS) of 1,266.8 MWh. This study proposes a Particle Swarm Optimization (PSO)-based Adaptive Load Shedding scheme to replace the conventional defense scheme utilizing static Under Frequency Load Shedding (UFLS) currently employed in the Lombok electrical grid. The methodology employs a simulation approach modeling the Lombok electrical system using 2024 field data. It incorporates various contingencies based on historical disturbances that caused blackouts between 2019 and 2023, as well as potential scenarios following the integration of the Lombok Steam Power Plant (PLTU Lombok FTP2, 2x50 MW) and the addition of the 150 kV Jeranjang–Sekotong transmission lines. Through the implementation of this PSO-based Adaptive Load Shedding, the stability of the Lombok electrical system post-disturbance will recover more rapidly with the average load shedding 27,296% less than the static Under Frequency Load Shedding, thereby mitigating the potential for total blackouts.
