Abstract
Berdasarkan hasil evaluasi kinerja Badan Usaha Milik Daerah (BUMD) Air Minum tahun 2023 yang dilakukan oleh Kementerian Pekerjaan Umum, Perumda Air Minum Tirta Giri Nata mencatat tingkat kehilangan air sebesar 37,97%. Nilai ini berada di atas rata-rata nasional yang sebesar 33,51% dan belum memenuhi target Rencana Pembangunan Jangka Menengah Nasional (RPJMN) tahun 2024, yang menetapkan batas maksimal NRW sebesar 25%. Saat ini di Perumda Air Minum Tirta Giri Nata Kota Cirebon telah terbentuk sebanyak 39 (tiga puluh sembilan) DMA yang setiap bulannya dapat dipantau tingkat kehilangan air untuk masing-masing DMA. Dari 39 DMA tersebut, terdapat 2 (dua) DMA yang baru dibentuk pada bulan Mei 2025 yairu DMA Suratno dan DMA Pesisir. Setelah tebentuknya kedua DMA tersebut maka kemudian dilakukan penghitungan tingkat kehiangan air. Hasilnya adalah tingkat kehilangan air DMA Suratno pada bulan Mei 2025 sebesar 44,14% sedangkan pada DMA Pesisir sebesar 54,72 %. Tingkat kehilangan air pada kedua DMA tersebut terbilang cukup tinggi karena melebihi tingkat kehilangan air pada Perumda Air Minum Tirta Giri Nata secara keseluruhan. Berdasarkan rumusan masalah tersebut maka tujuan penelitian ini adalah mengkaji strategi optimalisasi DMA Suratno dan DMA Pesisir untuk menurunkan tingkat kehilangan air. Secara umum, penelitian ini dilaksanakan melalui empat tahapan utama, yaitu tahap persiapan, tahap pengumpulan data, tahap pengolahan serta analisis data, dan tahap penyusunan kesimpulan, rekomendasi, serta saran. Adapun aspek yang akan dikaji yaitu aspek teknis, aspek kelayakan finansial, dan aspek kelembagaan. Melalui optimalisasi DMA dengan program selama 5 tahun, kehilangan air pada DMA Suratno dapat ditekan menjadi 22,49% dan kehilangan air pada DMA Pesisir dapat ditekan menjadi 27,06%. Strategi dari hasil analisis aspek kelembagaan yang diperlukan adalah berdasarkan kelemahan dan ancaman yang dimiliki. Sedangkan dari kelayakan finansial menggunakan perhitungan NPV, BCR, IRR, dan PP, strategi optimalisasi DMA Suratno dan Pesisir dinyatakan layak.

Based on the results of the 2023 performance evaluation of Regional Water Supply Enterprises (BUMD Air Minum) conducted by the Ministry of Public Works, Perumda Air Minum Tirta Giri Nata recorded a water loss rate of 37.97%. This figure is above the national average of 33.51% and does not meet the target set in the National Medium-Term Development Plan (RPJMN) 2024, which establishes a maximum NRW threshold of 25%. Currently, Perumda Air Minum Tirta Giri Nata of Cirebon City has established 39 (thirty-nine) District Metered Areas (DMAs), for which water loss levels can be monitored on a monthly basis. Of these 39 DMAs, two (2) DMAs were newly established in May 2025, namely DMA Suratno and DMA Pesisir. Following the establishment of these two DMAs, water loss calculations were conducted. The results show that in May 2025, the water loss rate in DMA Suratno was 44.14%, while in DMA Pesisir it reached 54.72%. The water loss levels in both DMAs are considered relatively high, as they exceed the overall water loss rate of Perumda Air Minum Tirta Giri Nata. Based on these issues, the objective of this study is to examine optimization strategies for DMA Suratno and DMA Pesisir in order to reduce water loss levels. In general, this research was carried out through four main stages, namely the preparation stage, data collection stage, data processing and analysis stage, and the formulation of conclusions, recommendations, and suggestions. The aspects examined in this study include the technical aspect, financial feasibility aspect, and institutional aspect. Through DMA optimization programs implemented over a five-year period, water loss in DMA Suratno can be reduced to 22.49%, while water loss in DMA Pesisir can be reduced to 27.06%. The strategy resulting from the analysis of the institutional aspect is formulated based on the existing weaknesses and threats. Meanwhile, based on the financial feasibility analysis using Net Present Value (NPV), Benefit–Cost Ratio (BCR), Internal Rate of Return (IRR), and Payback Period (PP), the optimization strategies for DMA Suratno and DMA Pesisir are considered financially feasible.
