Abstract

Industri Maintenance, Repair & Overhaul (MRO) pesawat terbang memiliki tingkat risiko tinggi, terutama terkait keterlambatan yang disebabkan oleh faktor internal seperti keterbatasan tenaga kerja, pengadaan material, dan kendala keuangan pelanggan. Salah satu indikator yang mencerminkan kondisi tersebut ditunjukkan oleh pencapaian Key Performance Indicators (KPI) tahun 2023 milik PT Garuda Maintenance Facility AeroAsia Tbk, di mana tingkat pemenuhan Service Level Agreement (SLA) hanya mencapai 96,05% dari target 100%. Keterlambatan ini dapat menimbulkan dampak seperti peningkatan biaya operasional, penalti atas ketidaktercapaian SLA, dan penurunan kepuasan pelanggan. Hal ini tercermin dari pencapaian Customer Satisfaction Index (CSI) pada tahun 2023 yang hanya mencapai 3,97 dari target 4,00. Selain itu, penilaian risiko secara konvensional seringkali bersifat subjektif dan kurang mampu menangkap ketidakpastian data. Penelitian ini menerapkan kerangka ISO 31000 berbasis fuzzy logic untuk menganalisis risiko keterlambatan tersebut. Hasil analisis inherent risk mengidentifikasi 20 risk events, di mana mayoritas 80% berada di atas ambang batas risk appetite perusahaan. Risiko Keterlambatan Pengiriman Material (R09) menempati peringkat tertinggi dengan status crisis sebesar 89,31%. Selain itu, terdapat 15 risk events dalam kategori high yang didominasi oleh aspek machine (4 risiko), diikuti oleh aspek manpower, money, dan method (masing-masing 3 risiko), serta aspek material (2 risiko). Strategi risk treatment yang dirumuskan melalui validasi expert judgment menghasilkan strategi mitigasi berbasis risk reduction (dominan pada aspek material, money, dan machine), risk avoidance (difokuskan pada aspek manpower), serta risk sharing (diterapkan pada aspek method). Evaluasi terhadap residual risk menunjukkan penurunan profil risiko yang signifikan setelah mitigasi: sebanyak 13 risiko berhasil turun dari kategori high ke low, 2 risiko turun dari high menjadi medium, dan 1 risiko turun dari crisis menjadi high. Penurunan profil risiko ini diproyeksikan dapat mendukung pencapaian kembali target SLA 100%dan peningkatan CSI.

The aircraft Maintenance, Repair & Overhaul (MRO) industry involves a high level of risk, particularly regarding project delays caused by internal factors such as workforce limitations, material procurement issues, and financial constraints from customers. One indicator that reflects this condition is the 2023 Key Performance Indicator (KPI) achievement of PT Garuda Maintenance Facility AeroAsia Tbk, in which the fulfillment rate of the Service Level Agreement (SLA) reached only 96.05% out of the 100% target. Such delays can lead to adverse impacts, including increased operational costs, penalties for SLA non-fulfillment, and decreased customer satisfaction. This is reflected, in the 2023 Customer Satisfaction Index (CSI), which fell slightly below the target, reaching 3.97 out of a target of 4.00. Furthermore, conventional risk assessments are often subjective and less capable of capturing the uncertainty of data. This research applies a fuzzy logic based ISO 31000 framework to analyze delay risks. The inherent risk analysis identified 20 risk events, with the majority (80%) exceeding the company's risk appetite threshold. Material Delivery Delay (R09) ranked highest with a 'Crisis' status at 89.31%. Otherwise, there were 15 risk events in the high category, dominated by the machine aspect (4 risks), followed by manpower, money, and method (3 risks each), and material (2 risks). Risk treatment strategies, formulated by expert judgment validation, resulted in mitigation strategies based on risk reduction (dominant in material, money, and machine aspects), risk avoidance (focused on manpower), and risk sharing (applied to method). Residual risk evaluation demonstrated a significant reduction in the risk profile following mitigation: 13 risks decreased from high to low, 2 risks decreased from high to medium, and 1 risk decreased from crisis to high. This reduction in the risk profile is projected to support the achievement of the 100% SLA target and an improvement in CSI.
