Abstract

Sepanjang aliran Kali Konto merupakan daerah lahan irigasi pertanian, banyak bangunan air irigasi yang dibangun termasuk Bangunan Pengendali Sedimen (BPS) yang dilengkapi pintu pengambilan air. Namun bencana lahar dingin yang terjadi pasca letusan Gunung Kelud 2014 membawa material sedimen dan batuan yang menyebabkan kerusakan infrastruktur BPS Kali Konto dan membahayakan penduduk sekitar. Oleh karena itu perlu dilakukan pemeliharaan perbaikan BPS tersebut ke kondisi semula. Permasalahan yang timbul adalah dana yang tersedia tidak mencukupi untuk melakukan semua usaha perbaikan infrastruktur tersebut. Untuk itu perlu dilakukan prioritas BPS yang akan diperbaiki. Penelitian ini menghitung angkutan sedimen total yang terjadi menggunakan rumus angkutan sedimen kemudian dibandingkan dengan uji sedimen laboratorium. Kemudian dilakukan analisa kondisi struktur BPS, volume tampungan sisa, fungsi perlindungan bangunan di hulu dan potensi pendapatan serta manfaat sosial. Hasil analisa tersebut menjadi inputan reponden dalam kuesioner proses pengambilan keputusan pemeliharaan BPS dengan AHP. Dari kajian didapat dari sebelas BPS hanya lima bangunan yang memiliki pintu pengambilan air irigasi dengan urutan prioritas perbaikan yakni BPS pertama Siman bobot prioritas (0.353), BPS kedua Lemurung bobot prioritas (0.249), BPS ketiga Oro-oro ombo bobot prioritas (0.165), BPS Keempat Damarwulan bobot prioritas (0.151) dan terakhir BPS Badas bobot prioritas (0.082). ========== Along Kali Konto river is an area of irrigation land farming, many water infrastructures has been build including sabo facility or Bangunan Pengendali Sedimen (BPS) and irrigation weirs. But the cold lava disaster that occurred in 2014 after Mount Kelud eruption cause damage to BPS infrastructures located in Kali Konto and endanger people around it. Therefore it is necessary to repairs all of BPS to its original state. The problem is there no enough funds available to repairs all BPS infrastructure. That is why priority maintenance should be done to guide the government agency to choose which BPS should be repaired first. This study calculates the total sediment transport occurs using sediment transport formula then compared with the sediment testing laboratory. Then analyzed the condition of BPS’s structure , sediment storage capacity and revenue potential as well as social benefits. And last the priority effor using Analytic Hierarchy Process using questionnaire that completed by respondent. From the study could btained that eleven BPS only five buildings that has irrigation intake and the list of which BPS should be repaired first is :The First BPS Siman condition (36.92%), The second BPS Lemurung (63.33%), the third BPS Oro-oro Ombo condition (84%), the fourth BPS Damarwulan (90.4%) and the last BPS Badas (90%).
