Abstract

Innovation is a critical requirement for micro, small, and medium-sized enterprises (MSMEs) to survive and grow in an increasingly dynamic business environment. Frugal Innovation (FI), which emphasizes the creation of high-value yet affordable solutions, is particularly relevant for MSMEs operating with limited resources. This study aims to identify active enabling factors as the foundation for developing an FI guidance framework that enhances the sustainability of MSMEs, with a specific focus on the fashion sector. The research employs the Design Thinking (DT) approach, which consists of five stages: empathize, define, ideate, prototype, and test, combined with an Action Design Research (ADR) method. Data were collected through exploratory interviews with 12 informants and a DT workshop involving 30 fashion micro-entrepreneurs in East Java, Indonesia. Findings from the empathy and definition stages reveal 18 active enabling factors for FI and four root problems that hinder innovation. The ideation phase produced the initial design of the Frugal Innovation Canvas (FIC) as a structured, resource-efficient innovation guide. The FIC prototype was tested with three fesyen MSMEs, showing that the tool helps entrepreneurs identify unique value propositions, design frugal solutions based on customer needs, and improve cost efficiency and revenue potential. Iteration results indicate that the FIC is useful, easy to apply, and has the potential to be replicated across other MSME sectors in Indonesia. This research contributes theoretically by advancing FI concepts through a DT-based lens and practically by offering an actionable, adaptive framework that supports sustainable innovation among MSMEs.
