Abstract

PT Kaltim Parna Industri (KPI) merupakan perusahaan petrokimia yang memproduksi amonia dengan kebutuhan daya listrik yang tinggi untuk mendukung proses produksinya. Selama ini, sistem kelistrikan KPI disuplai oleh pembangkit internal berkapasitas 6 MW, dengan pasokan cadangan Electrical System Integration (ESI) dari jaringan PKT dan KDM. Namun, tanpa dukungan dari ESI, pembangkit internal tidak mampu melakukan proses start-up secara mandiri akibat keterbatasan kapasitas, sehingga sistem menjadi rentan terhadap ketidakseimbangan daya dan gangguan operasional. Salah satu insiden yang pernah terjadi adalah pemadaman total (blackout) yang disebabkan oleh kegagalan kompresor gas saat terjadi gangguan, dikarenakan kerusakan pada sistem UPS dan Diesel Engine Generator (DEG), yang berdampak pada terhentinya operasional seluruh unit produksi, termasuk KPI. Sebagai langkah mitigasi dan peningkatan keandalan sistem kelistrikan, KPI berinisiatif membangun pembangkit baru berbasis Gas Turbine Generator (GTG) berkapasitas 15 MW yang dikombinasikan dengan Heat Recovery Steam Generator (HRSG). Penelitian ini bertujuan untuk menganalisis stabilitas transient sistem tenaga listrik PT KPI pasca penambahan GTG, melalui simulasi berbagai skenario gangguan seperti pelepasan GTG, gangguan hubung singkat, serta pemisahan sistem dari ESI milik PT KDM. Evaluasi dilakukan terhadap respons tegangan, frekuensi, dan sudut rotor terhadap gangguan yang terjadi. Pemodelan sistem mempertimbangkan pengaruh sistem eksitasi (AVR) dan pengatur kecepatan (Governor), dengan acuan standard ANSI/IEEE C37.106-2022. Hasil dari penelitian ini diharapkan dapat memberikan rekomendasi skema pelepasan beban (load shedding) yang optimal dan andal, guna menjaga stabilitas sistem kelistrikan PT KPI. Selain itu, temuan ini dapat dijadikan referensi dalam pengoperasian sistem pembangkit baru untuk menjamin kontinuitas dan keandalan pasokan listrik di lingkungan industri.

PT Kaltim Parna Industri (KPI) is a petrochemical company that produces ammonia and requires a significant amount of electrical power to support its production processes. The electrical system at KPI has been supplied by an internal power plant with a capacity of 6 MW, with backup supply from Electrical System Integration (ESI) include interconnection PKT and KDM. However, without support from ESI, the internal power plant is unable to perform an independent start-up due to its limited capacity, making the system vulnerable to power imbalance and operational disturbances. One notable incident was a total blackout caused by the failure of the gas compressor during a disturbance, exacerbated by damage to the Uninterruptible Power Supply (UPS) and the Diesel Engine Generator (DEG), which resulted in the shutdown of all production units, including those at KPI. As a mitigation measure and to enhance system reliability, KPI has initiated the construction of a new 15 MW Gas Turbine Generator (GTG) combined with a Heat Recovery Steam Generator (HRSG). This study aims to analyze the transient stability of the electrical power system at KPI following the addition of the GTG unit. Simulations were conducted to model various disturbance scenarios, such as GTG disconnection, short-circuit faults, and system separation from the External System Interconnection (ESI) with PT KDM. The analysis evaluates the voltage, frequency, and rotor angle responses to these disturbances. System modeling considers the influence of the Automatic Voltage Regulator (AVR) and Governor, based on the ANSI/IEEE C37.106-2022 standard. The results of this study are expected to provide recommendations for an optimal and reliable load shedding scheme to maintain the stability of the KPI electrical system. Moreover, the findings can serve as a reference for operating the new power system to ensure continuity and reliability of power supply in an industrial environment.
