Abstract
Usaha Kecil dan Menengah (UKM) merupakan tulang punggung perekonomian global dan penggerak utama pembangunan sosial-ekonomi di Indonesia. Namun, UKM menghadapi berbagai kendala signifikan, seperti keterbatasan tenaga kerja terampil, minimnya adopsi digital, dan ketiadaan prosedur operasional standar yang terdokumentasi. Penelitian ini merinci desain dan evaluasi platform Software-as-a-Service (SaaS) berbasis AI, yang dikembangkan menggunakan metode Design Science Research (DSR), untuk membantu UKM membangun dan mengelola operasional bisnis secara sistematis. Platform ini menggunakan pola AI Architect-Builder yang inovatif, berlandaskan kerangka kerja APQC Process Classification Framework (PCF), untuk menerjemahkan deskripsi bisnis tingkat tinggi menjadi satu set artefak operasional yang lengkap. Arsitektur ini berhasil mengurangi kompleksitas dengan mengabstraksi proses-proses granular menjadi "Alur" terintegrasi berbasis Value Stream. Evaluasi terhadap sistem final menghasilkan tiga temuan utama: (1) Efisiensi, platform mampu menghasilkan draf sistem operasional lengkap dalam waktu kurang dari 3 menit, sebuah tugas yang secara manual membutuhkan waktu berbulan-bulan; (2) Nilai Strategis, platform bertindak sebagai konsultan digital dengan berhasil mengidentifikasi 35 celah proses kritis yang hilang pada empat studi kasus UKM; dan (3) Kepraktisan, sistem mencapai tingkat penerimaan pengguna antara 33% hingga 56% berdasarkan industri, yang mengonfirmasi kemampuannya untuk menjembatani standar kompleks dengan realitas operasional. Prototipe ini mendapat validasi positif karena mengubah peran pengguna dari proses kreasi yang sulit menjadi proses validasi yang efisien terhadap draf komprehensif yang dihasilkan AI. Penelitian ini berkontribusi menyediakan metode skalabel bagi UKM untuk mengoperasionalkan standar mutu formal tanpa memerlukan keahlian teknis mendalam.

Small, and Medium Enterprises (SMEs) serve as the backbone of the global economy and a key driver of socio-economic development in Indonesia. However, they face significant challenges, including limited skilled labor, low digital adoption, and a lack of documented standard operating procedures. This study details the design and evaluation of an AI-powered Software-as-a-Service (SaaS) platform, developed using Design Science Research (DSR), to help SMEs systematically build and manage their business operations. The platform uses a novel Architect-Builder AI pattern, grounded in the APQC Process Classification Framework (PCF), to translate high-level business descriptions into a complete set of operational artifacts. This architecture successfully reduces complexity by abstracting granular processes into integrated, Value Stream-based "Flows". Evaluation of the final system yielded three key results: (1) Efficiency, the platform generated a complete operational draft in under 3 minutes, a task that manually takes months; (2) Strategic Value, it acted as a digital consultant, identifying 35 critical-but-missing process gaps across four SME case studies; and (3) Practicality, it achieved user acceptance rates between 33% and 56% by industry, confirming its ability to bridge complex standards with operational reality. The prototype received positive validation for shifting the user's work from difficult creation to efficient validation of a comprehensive, AI-generated draft. This research contributes a scalable method for SMEs to operationalize formal quality standards without requiring deep technical expertise.
