Abstract

Dinas Perhubungan DKI Jakarta sedang melakukan penerapan Intelligent Traffic Control System (ITCS) untuk meningkatkan efesiensi lalu lintas dan mengurangi kemacetan. ITCS merupakan sistem terintegrasi yang menggabungkan sensor, kamera, data real-time dan algoritma adaptif untuk mengoptimalkan pengaturan lampu lalu lintas secara dinamis. Namun, saat ini penerapan ITCS masih cukup terbatas, yaitu baru mencakup 50 dari total 321 persimpangan karena adanya keterbatasan infrastruktur. Penentuan lokasi prioritas untuk pemasangan ITCS belum didasarkan pada analisis sistematis berbasis multi kriteria, sehingga berpotensi mengabaikan lokasi yang benar-benar membutuhkan intervensi. Penelitian terdahulu telah mengusulkan berbagai metode untuk menentukan prioritas lokasi diberbagai konteks. Namun, pendekatan-pendekatan tersebut cenderung bersifat parsial dan belum mempertimbangkan secara holistik interaksi yang relevan dalam penerapan ITCS. Pada penelitian ini menggunakan pendekatan hybrid, yaitu Analytical Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS). AHP digunakan untuk menentukan kriteria utama seperti geometrik jalan, tata guna lahan dan kepadatan aktivitas serta menetapkan bobot prioritasnya. Sementara itu, TOPSIS diterapkan untuk mePeringkat lokasi persimpangan berdasarkan kedekatannya dengan solusi ideal positif dan jauhnya dari solusi negatif. Analisis sensivitas untuk mengevaluasi pengaruh perubahan bobot terhadap hasil peringkat lokasi prioritas. Hasil penelitian menunjukkan bahwa Geometrik Jalan merupakan kriteria paling dominan (50%), dengan Jumlah Fasilitas Transportasi sebagai subkriteria utama (88%). Berdasarkan metode hybrid AHP TOPSIS, Persimpangan Sawah Besar terpilih sebagai lokasi prioritas tertinggi (CCᵢ = 0,811), diikuti Kampung Bali, Cideng, dan KPU.

Dinas Perhubungan DKI Jakarta is implementing theITCS (ITCS) to improve traffic efficiency and reduce congestion. ITCS is an integrated system that combines sensors, cameras, real-time data, and adaptive algorithms to dynamically optimize traffic light control. Its implementation is still limited, covering only 50 out of 321 intersections due to infrastructure constraints. The determination of priority locations has not been based on a systematic multi-criteria analysis, potentially overlooking locations that truly require intervention. Previous studies have proposed various methods for prioritizing locations across different contexts. However, these approaches tend to be partial and have not holistically considered the relevant interactions involved in implementing an ITCS. This study employs a hybrid approach, namely the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS). AHP is used to determine the main criteria such as road geometry, land use, and activity density and to assign their priority weights. Meanwhile, TOPSIS is applied to rank the intersections based on their proximity to the positive ideal solution and their distance from the negative ideal solution. A sensitivity analysis is conducted to evaluate the impact of weight variations on the ranking results. The study results indicate that Road Geometry is the most dominant criterion (50%), with Number of Transportation Facilities as the primary sub-criterion (88%). Using the hybrid AHP-TOPSIS method, Sawah Besar Intersection was selected as the highest priority location (CCᵢ = 0.811), followed by Kampung Bali, Cideng, and KPU intersections
