Abstract

Indonesia memiliki potensi besar sebagai pusat industri halal dunia dikarenakan mayoritas penduduknya beragama Islam. Namun, tingkat kepemilikan sertifikasi halal di kalangan Usaha Mikro dan Kecil (UMK) masih sangat terbatas. Hal tersebut menunjukkan adanya ketimpangan antara besarnya peluang sektor halal dan rendahnya minat pelaku usaha untuk mengajukan sertifikasi halal. Penelitian ini bertujuan menganalisis faktor-faktor yang memengaruhi niat mereka mengajukan sertifikasi halal menggunakan kerangka Theory of Planned Behavior (TPB). Pendekatan penelitian adalah kuantitatif eksplanatori dengan teknik pengumpulan data survei melalui kuesioner yang disebarkan secara offline dan online kepada 402 pelaku UMK sector makanan dan minuman di Kota Surabaya. Sampel ditentukan menggunakan metode stratified random sampling berdasarkan pembagian wilayah Surabaya. Analisis data dilakukan menggunakan metode Partial Least Squares – Structural Equation Modeling (PLS-SEM) untuk mengevaluasi model pengukuran dan model struktural. Hasil penelitian menunjukkan bahwa seluruh hipotesis yang diajukan terbukti signifikan. Awareness dan Perceived Benefit terbukti meningkatkan Attitude pelaku UMK terhadap sertifikasi halal. Regulation dan Consumer Demand berpengaruh positif terhadap Subjective Norms, serta Knowledge dan Human Resources terbukti meningkatkan Perceived Behavioral Control. Selanjutnya komponen dari Theory of Planned Behavior, Attitude, Subjective Norms, dan Perceived Behavioral Control terbukti berpengaruh positif terhadap intention pelaku UMK untuk mengajukan sertifikasi halal. Temuan ini menegaskan bahwa peningkatan niat pelaku UMK dalam mengajukan sertifikasi halal tidak hanya ditentukan oleh aspek internal seperti kesadaran dan pengetahuan, tetapi juga oleh tekanan sosial serta kapabilitas teknis yang mereka miliki. Penelitian ini memberikan kontribusi teoretis dalam pengembangan kajian TPB pada konteks sertifikasi halal. Selain itu, hasil penelitian juga memberikan kontribusi praktis bagi pemerintah dan lembaga terkait dalam merumuskan strategi yang lebih efektif untuk meningkatkan partisipasi UMK. Upaya seperti peningkatan sosialisasi, pendampingan, penguatan kapabilitas SDM dapat mendorong semakin banyak UMK mengajukan sertifikasi halal di Kota Surabaya.

Indonesia has enormous potential to become a global hub for the halal industry, given that the majority of its population is Muslim. However, the level of halal certification among Micro and Small Enterprises (MSEs) remains very limited. This indicates a gap between the substantial opportunities in the halal sector and the low interest of business owners in applying for halal certification. This study aims to analyze the factors influencing their intention to apply for halal certification using the Theory of Planned Behavior (TPB) framework. This research employs a quantitative explanatory approach, with data collected through surveys using questionnaires distributed both offline and online to 402 food and beverage MSE actors in Surabaya City. The sample was determined using a stratified random sampling method based on the regional division of Surabaya. Data analysis was conducted using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) method to evaluate both the measurement model and the structural model. The findings reveal that all proposed hypotheses are statistically significant. Awareness and Perceived Benefit are proven to enhance MSE actors’ Attitude toward halal certification. Regulation and Consumer Demand have a positive effect on Subjective Norms, while Knowledge and Human Resources are found to strengthen Perceived Behavioral Control. Furthermore, the components of the Theory of Planned Behavior, Attitude, Subjective Norms, and Perceived Behavioral Control, positively influence MSE actors’ intention to apply for halal certification. These findings confirm that the intention of MSEs to pursue halal certification is shaped not only by internal factors such as awareness and knowledge, but also by social pressure and the technical capability they possess. The study contributes theoretically to the development of TPB research within the context of halal certification. In addition, the findings offer practical implications for the government and related institutions in formulating more effective strategies to increase MSE participation. Efforts such as enhanced outreach programs, technical assistance, and
human resource capacity building can encourage more MSEs in Surabaya to obtain halal certification.
