Abstract
Kabupaten Banyuwangi memiliki wilayah yang sangat luas bahkan merupakan kabupaten terluas di Jawa Timur. Dengan komposisi mayoritas maasyarakat strata menengah ke bawah, di dukung posisi geografis yang memiliki banyak pesisir pantai, gunung serta menjadi jalur penghubung ke pulau dewata, tentu banyak masyarakatnya yang bermata pencaharian di tengah laut, maka penggunaan frekuensi untuk berkomunikasi di tengah laut dan sebagai sarana hiburan, sangatlah marak. Sayangnya tidak didukung oleh kesadaran bahwa penggunaan frekuensi itu tidak boleh sembarangan, karena setiap kabupaten atau kota madya di seluruh Indonesia telah diatur penjatahan frekuensi (Allotment) termasuk dalam penyelanggaraan siaran radio FM yang juga marak terjadi di Kabupaten Banyuwangi. Penelitian dalam Tugas Akhir ini mengevaluasi penyelenggaraan siaran radio FM di Banyuwangi, diawali dengan pelaksanaan pengukuran semua radio FM (Analog) yang beroprasi di Banyuwangi, dengan perangkat TCI International, Inc. (TCI) dan software Scorpio Client. Pengukuran tersebut dilakukan di tiga lokasi yaitu TS Glagah, TS Srono dan TS Singojuruh. Parameter yang diukur meliputi keberadaan frekuensi, perkiraan koordinat pemancar, dan daya terima di lokasi pengukuran. Dengan menghitung jarak pemancar ke lokasi pengukuran menggunakan metode haversain dan model rugi-rugi propagasi (pathloss) berupa Extended Okumura-Hata di lingkungan suburban. Dari data hasil pengukuran berikut data hasil perhitungan untuk keseluruhan Stasiun Radio FM yang ada di Banyuwangi, maka dapat ditarik beberapa kesimpulan yaitu jumlah stasiun radio FM yang terdeteksi sebanyak 23 dan 18 diantaranya (78,86%) telah sesuai dengan kanal Allotment, daya pancar rata-rata sebesar 69,73 dBm, dan mayoritas memiliki ERP kelas B (35%). Sementara jarak spasi antar kanal rata-rata sebesar 890 kHz. Untuk kelancaran hasil penelitian ini juga didukung beberapa aplikasi seperti Google Maps, Google Earth, dan Microsoft Excel.

This study evaluates the implementation of FM radio broadcasting in Banyuwangi, the largest regency in East Java, which is geographically characterized by its extensive coastal areas and mountains, as well as its role as a transit route to Bali. Given the predominantly lower-middle-class population and the high number of residents working in maritime-related occupations, the use of radio frequencies for communication and entertainment is widespread. Unfortunately, this is accompanied by a lack of awareness regarding the regulations governing frequency allocation, as each regency or city in Indonesia is subject to frequency allotment rules, including those for FM radio broadcasting.
The research begins with measurements of all FM (analog) radio stations operating in Banyuwangi, utilizing equipment from Telecommunications Concepts, Inc. (TCI) and the Scorpio Client software. Measurements were conducted at three locations: TS Glagah, TS Srono, and TS Singojuruh. The parameters measured include frequency presence, transmitter coordinates estimation, and signal reception strength at the measurement locations. The distance from the transmitter to the measurement site was calculated using the Haversine method, and propagation loss was modeled using the Extended Okumura-Hata model for suburban environments. Based on the measurement data and calculations for all FM radio stations in Banyuwangi, several conclusions were drawn: a total of 23 FM radio stations were detected, of which 18 stations (78.86%) were in compliance with the frequency allotment channels, with an average transmission power of 69.79 dBm, and the majority had Class B ERP (35 %). The average channel spacing between stations was 890 kHz. The research process was further supported by tools such as Google Maps, Google Earth, and Microsoft Excel.
