Abstract
Simpang APILL Jl. Dr. Ir. H. Soekarno – Jl. Raya Kertajaya Indah merupakan 1 dari 25 titik kemacetan di Surabaya. Arus lalu lintas yang padat ini dapat mengakibatkan delay bagi bus yang melintasi persimpangan tersebut. Oleh karena itu, diperlukan strategi dalam mengurangi delay bus guna meningkatkan kinerja dan keandalan angkutan umum. Penelitian ini bertujuan menganalisis efektivitas penerapan kebijakan bus signal priority dalam mengurangi delay yang dialami oleh layanan Suroboyo Bus dan Trans Semanggi di Simpang APILL Jl. Dr. Ir. H. Soekarno – Jl. Raya Kertajaya Indah, Surabaya. Metode penelitian diawali dengan pengumpulan data primer (volume lalu lintas, waktu tempuh bus, fase sinyal) dan data sekunder (geometri simpang dan data demografi). Analisis kinerja simpang eksisting dilakukan menggunakan pedoman PKJI 2023 untuk memperoleh parameter dasar seperti derajat kejenuhan (DJ), panjang antrian, dan tundaan rata-rata. Selanjutnya, pemodelan dan simulasi menggunakan perangkat lunak VISSIM dilakukan untuk dua skenario: kondisi eksisting (tanpa prioritas) dan kondisi dengan penerapan bus priority melalui skema pre-signal. Hasil simulasi menunjukkan bahwa penerapan bus priority dapat mengurangi delay bus secara signifikan, hingga 68% pada jam puncak pagi dan 69% pada jam puncak sore. Namun, strategi ini memberikan dampak trade-off berupa penurunan kinerja lalu lintas secara keseluruhan, yang tercermin dari peningkatan tundaan rata-rata simpang dan penurunan tingkat pelayanan (dari LOS D menjadi LOS F). Berdasarkan hasil analisis, penerapan bus priority dinilai efektif untuk bus, namun perlu dipertimbangkan dampaknya terhadap lalu lintas non-prioritas.

The signalized intersection on Jl. Dr. Ir. H. Soekarno – Jl. Raya Kertajaya Indah is one of 25 congestion points in Surabaya. This dense traffic flow can cause delays for buses passing through the intersection. Therefore, a strategy is necessary to reduce bus delays and improve the performance and reliability of public transportation. This study aims to analyze the effectiveness of implementing a bus signal priority policy in reducing delays experienced by Suroboyo Bus and Trans Semanggi services at the signalized intersection on Jl. Dr. Ir. H. Soekarno – Jl. Raya Kertajaya Indah, Surabaya. The research method begins with the collection of primary data (traffic volume, bus travel time, signal phase) and secondary data (intersection geometry and demographic data). The performance analysis of the existing intersection was conducted using the 2023 PKJI guidelines to obtain basic parameters such as degree of saturation (DJ), queue length, and average delay. Furthermore, modeling and simulation using VISSIM software were conducted for two scenarios: existing conditions (without priority) and conditions with the implementation of bus priority through a pre-signal scheme. The simulation results show that the implementation of bus priority can significantly reduce bus delays, up to 68% during the morning peak hour and 69% during the afternoon peak hour. However, this strategy has a trade-off impact in the form of a decrease in overall traffic performance, which is reflected in an increase in the average delay of the intersection and a decrease in the level of service (from LOS D to LOS F). Based on the analysis results, the implementation of bus priority is considered effective for buses, but its impact on non-priority traffic needs to be considered.
