Abstract

Sejalan dengan digitalisasi proses perencanaan jaringan listrik, Sistem Informasi Geografis (SIG) telah diimplementasikan untuk mendukung perencanaan program listrik desa yang lebih efisien dan akurat. Implementasi SIG memerlukan investasi yang cukup besar bagi Perusahaan, akan tetapi belum diimbangi dengan evaluasi komprehensif terkait penerimaan pengguna terhadap SIG tersebut, terutama dengan adanya tantangan seperti kurangnya pemahaman pengguna, faktor literasi teknologi, karakteristik sistem dan teknologi, serta dukungan organisasi. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi penerimaan pengguna SIG perencanaan listrik desa menggunakan Model TAM yang diperluas dengan menambahkan variabel eksternal seperti karakteristik pribadi dan literasi informasi (Personal Characteristics and Information Literacy / PCIL), karakteristik sistem dan teknologi (System and Technological Characteristics / STC), karakteristik proses di organisasi (Organizational Process Characteristics / OPC) dan dukungan dalam proses pembelajaran sistem (Perceived Support within the study process / PSupport). Data primer akan dikumpulkan melalui kuesioner daring dari responden yang merupakan pengguna SIG perencanaan listrik desa. Selanjutnya, analisis data akan dilakukan menggunakan Model Persamaan Struktural (SEM) dengan metode Partial Least Squares (PLS). Hasil penelitian menunjukkan bahwa persepsi manfaat (PU) dan kemudahan penggunaan (PEOU) merupakan faktor paling berpengaruh dalam penerimaan Sistem Informasi Geografis pada perencanaan jaringan listrik desa. Penelitian juga menemukan bahwa variabel eksternal karakteristik proses dan organisasi (OPC) berperan penting dalam membentuk persepsi kemudahan penggunaan dan persepsi manfaat yang selanjutnya mendorong terbentuknya sikap positif terhadap SIG. Selain itu, dukungan organisasi dan pelatihan pengguna terbukti efektif dalam memperkuat persepsi mengenai manfaat yang diberikan SIG.

In line with the digitalization of the electricity network planning process, a Geographic Information System (GIS) has been implemented to support more efficient and accurate rural areas electrification program planning. GIS implementation requires significant investment by the Company, but has not been accompanied by a comprehensive evaluation of user acceptance of the GIS, particularly given challenges such as lack of user understanding, technological literacy, system and technology characteristics, and organizational support. This study aims to identify factors influencing user acceptance of GIS for village electricity planning using an extended TAM model with the addition of external variables such as Personal Characteristics and Information Literacy (PCIL), System and Technology Characteristics (STC), Organizational Process Characteristics (OPC), and Perceived Support within the Study Process (PSupport). Primary data will be collected through an online questionnaire from respondents who are GIS users of village electricity planning. Subsequently, data analysis will be conducted using a Structural Equation Model (SEM) with the Partial Least Squares (PLS) method. The results of this study indicate that perceived usefulness (PU) and ease of use (PEOU) are the most influential factors in the acceptance of Geographic Information Systems (GIS) in village electricity network planning. The study also found that external variable of process and organizational characteristics (OPC) play a significant role in shaping perceived ease of use and perceived usefulness, which in turn foster positive attitudes toward GIS. Furthermore, organizational support and user training have been shown to be effective in strengthening perceptions of the benefits provided by GIS.
