Abstract
Penelitian ini berfokus pada permasalahan optimasi penyebaran petugas pengawas keselamatan (Safety Officer) pada perusahaan konstruksi di indonesia. Berbeda dengan industri manufaktur atau industri serupa pada umumnya, Industri konstruksi melibatkan banyak tenaga kerja dengan tingkat pekerjaan yang kompleks melibatkan banyak sumber daya (teknologi mesin dan energi) serta beresiko tinggi. Sejauh ini, terdapat beberapa permasalahan yang terjadi diantaranya menurunya tingkat kinerja K3 perusahaan dan meningkatnya tingkat kecelakaan dan kejadian hampir celaka. Selain itu belum terdapat strategi dan metode yang komperehensif untuk mendorong efektifitas penugasan Safety Officer agar dapat membantu menurunkan tingkat kecelakaan dan meningkatkan kinerja K3 perusahaan. Penelitian ini menggunakan pendekatan Analytical Hierarchy Process (AHP) - Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) serta Integer Programming untuk mengakomodasi kebutuhan pimpinan perusahaan dalam menentukan pemetaan tingkat risiko lokasi kerja dan penyebaran Safety Officer berdasarkan kompetensi dan tingkat risiko tersebut. Pendekatan AHP digunakan dalam menganalisis tingkat risiko tujuh lokasi kerja. Hybrid AHP-TOPSIS digunakan dalam menentukan peringkat kinerja dan kompetensi 40 safety officer dan selanjutnya Integer Programming digunakan untuk mensimulasikan penugasan safety officer dengan prinsip maksimasi. Integrasi metode AHP-TOPSIS dan Integer Programming terbukti dapat memberikan analisis yang komperehensif terutama dalam persoalan penugasan personil dan pemeringkatan tingkat risiko serta tingkat kompetensi.

This research focuses on the problem of optimizing Safety Officer assignments in construction companies in Indonesia. In contrast to the manufacturing industry or similar industries in general, the construction industry involves a large workforce with a complex level of work involving a lot of resources (machinery, technology and, energy) and high risk. So far, several problems have occurred, including a decline in the company's HSE performance and an increase in accident rate and near misses. In addition, there is no comprehensive strategy and method to enhance the effectiveness of Safety Officer assignments to support reducing accident rates and improving the company's HSE performance. This research employs the Analytical Hierarchy Process (AHP) technique, combined with the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) approach and Integer Programming, to facilitate top management in determining the risk level of work sites and assigning Safety Officers based on their competency and risk level. The AHP approach was used to analyze the risk level of seven work locations. Hybrid AHP-TOPSIS was used to determine the performance and competency ranking of 40 safety officers, and then Integer Programming was used to simulate safety officer assignments using the maximization principle. The integration of the AHP-TOPSIS and Integer Programming methods has been able to provide comprehensive analysis, especially in personnel assignment, work site risk ranking, and competency ranking.
