Abstract
Keterlambatan proyek transmisi ketenagalistrikan di lingkungan PLN Unit Induk Pembangunan Jawa Bagian Timur dan Bali masih menjadi persoalan dominan. Sebagian besar proyek pada periode 2020–2024 selesai tidak tepat waktu. Keterlambatan tersebut menimbulkan deviasi jadwal, cost overrun, gangguan penyediaan pasokan tenaga listrik dan citra perusahaan. Penelitian ini bertujuan untuk menganalisis indikator-indikator yang membentuk variabel laten, serta menguji pengaruh langsung maupun tidak langsung antar variabel dalam mempengaruhi keterlambatan proyek. Metode yang digunakan adalah pendekatan kualitatif eksplanatori dengan Partial Least Squares–Structural Equation Modeling (PLS-SEM). Data primer diperoleh melalui kuesioner kepada 140 responden yang dipilih berdasarkan purposive sampling dari kalangan pemilik proyek, tenaga ahli, dan konsultan. Hasil penelitian menunjukkan bahwa faktor Logistik & Supply Chain menjadi determinan utama Keterlambatan Proyek melalui peran mediasi Manajemen Proyek. Sementara faktor Sosial dan faktor Perizinan berpengaruh tidak langsung melalui Pembebasan Lahan & ROW sebagai mediator. Adapun faktor Keuangan dan faktor SDM tidak berpengaruh secara kausalitas dalam model struktural. Penelitian ini menegaskan bahwa Keterlambatan Proyek disebabkan oleh interaksi faktor utama operasional pelaksanaan fisik dan administratif proyek meliputi : Logistik & Supply Chain, Pembebasan Lahan & ROW, Perizinan, dengan faktor enablernya meliputi : Keuangan, SDM, serta faktor manajerial sebagai mekanisme pengelolaan dan pengendalian meliputi : Manajemen Proyek.

Delays in electricity transmission projects within PLN Unit Induk Pembangunan Jawa Bagian Timur dan Bali remain a dominant issue. Most projects during the 2020–2024 period were not completed on time. These delays have caused schedule deviations, cost overruns, disruptions in electricity supply, and damage to the company’s reputation. Various factors such as social aspects, permitting, financing, human resources, logistic & supply chain, land acquisition and Right of Way, as well as project management are suspected to contribute to this condition. This study aims to analyze the indicators that form the latent variables and to examine both the direct and indirect effects among variables influencing project delays. The method employed is a quantitative explanatory approach using Partial Least Squares–Structural Equation Modeling (PLS-SEM). Primary data were collected through questionnaires administered to 140 respondents selected by purposive sampling from project owners, experts, and consultants. The results indicate that Logistics & Supply Chain factors are the primary determinants of Project Delays, mediated by the role of Project Management. Meanwhile, Social factors and Permitting factors affect project delays indirectly through Land Acquisition & ROW as mediating variables. In contrast, Financial factors and Human Resource factors do not exhibit causal effects within the structural model. This study confirms that Project Delays arise from the interaction of key operational factors related to physical and administrative project execution, including Logistics & Supply Chain, Land Acquisition and ROW, and Permitting, with enabling factors comprising Finance and Human Resources, and managerial factors functioning as mechanisms of management and control, represented by Project Management.
