Abstract
Proses pencatatan dan pengelolaan data penyaluran bahan bakar minyak (BBM) di Terminal BBM/SPBT memiliki peran strategis dalam mendukung penekanan cargo stay dan port stay di Pelabuhan, kelancaran operasional serta akurasi pelaporan. Namun, pada praktiknya masih ditemukan berbagai permasalahan, sehingga terdapat kesenjangan antara kebutuhan pengguna operasional dan performa sistem pencatatan yang digunakan saat ini. Penelitian ini bertujuan untuk merumuskan strategi pengembangan Aplikasi Fuel Information Tools menggunakan metode Quality Function Deployment (QFD) berdasarkan kebutuhan pengguna, guna menghasilkan rancangan aplikasi yang mendukung peningkatan kecepatan dan keakuratan pencatatan data penyaluran Bahan Bakar Minyak (BBM) pada kegiatan operasional. Permasalahan utama yang dihadapi adalah keterlambatan rekapitulasi data, ketidaksesuaian volume, keterbatasan verifikasi, keterbatasan jaringan internet serta rendahnya dukungan sistem terhadap kondisi operasional lapangan. Tahapan penelitian meliputi pengumpulan Voice of Customer (VOC) melalui wawancara pengguna operasional, penyusunan kebutuhan pengguna (Customer Needs), validasi instrumen menggunakan Content Validity Index (CVI) oleh para ahli, analisis kesenjangan (gap analysis) antara kebutuhan pengguna dan sistem eksisting serta penyusunan House of Quality (HOQ) untuk menentukan prioritas kebutuhan teknis. Hasil penelitian menunjukkan bahwa kebutuhan teknis dengan prioritas tertinggi meliputi kemampuan sistem bekerja dalam mode offline dengan sinkronisasi otomatis, integrasi data kendaraan dan volume penyaluran, serta mekanisme sinkronisasi adaptif pada kondisi keterbatasan jaringan. Secara konseptual, penelitian ini berkontribusi dalam memperkuat penerapan metode QFD sebagai pendekatan sistematis untuk menerjemahkan kebutuhan operasional pengguna ke dalam spesifikasi teknis aplikasi di sektor penyaluran BBM. Secara praktis, hasil penelitian ini memberikan dasar perancangan aplikasi yang lebih andal, adaptif terhadap kondisi lapangan, serta berpotensi meningkatkan akurasi pencatatan dan efisiensi operasional penyaluran BBM

The process of recording and managing fuel distribution data at fuel terminals/SPBTs plays a strategic role in supporting cargo stay and port stay reduction at ports, operational smoothness, and reporting accuracy. However, in practice, various problems are still encountered, resulting in a gap between the needs of operational users and the performance of the recording system currently in use. This study aims to formulate a strategy for developing Fuel Information Tools using the Quality Function Deployment (QFD) method based on user needs, in order to produce an application design that supports increased speed and accuracy in recording fuel distribution data in operational activities. The main problems encountered are delays in data recapitulation, volume discrepancies, verification limitations, internet network limitations, and low system support for field operational conditions. The research stages included collecting Voice of Customer (VOC) through interviews with operational users, compiling user requirements (Customer Needs), validating instruments using the Content Validity Index (CVI) by experts, conducting a gap analysis between user requirements and the existing system, and compiling a House of Quality (HOQ) to determine the priority of technical requirements. The results of the study show that the highest priority technical requirements include the ability of the system to work in offline mode with automatic synchronization, integration of vehicle data and distribution volume, and adaptive synchronization mechanisms in conditions of network limitations. Conceptually, this research contributes to strengthening the application of the QFD method as a systematic approach to translating user operational requirements into technical specifications for applications in the fuel distribution sector. Practically, the results of this research provide a basis for designing applications that are more reliable, adaptive to field conditions, and have the potential to improve the accuracy of recording and operational efficiency of fuel distribution.
