Abstract
Ketahanan pangan merupakan salah satu tantangan utama pembangunan di Indonesia, dipengaruhi oleh kompleksitas dalam produktivitas pertanian, akses pangan, perubahan iklim, dan kese. Penelitian ini bertujuan untuk mengembangkan model strategi peningkatan ketahanan pangan menggunakan pendekatan sistem dinamik dan causal loop diagram pada Provinsi Jawa Timur. Metode sistem dinamik digunakan untuk menganalisis hubungan kausal antar variabel utama, seperti pertumbuhan penduduk, ketersediaan lahan, produktivitas tanam, dan kebijakan swasembada pangan. Data penelitian diperoleh melalui studi literatur dan analisis data sekunder dari laporan pemerintah serta perusahaan swasta. Model yang dikembangkan menggunakan Causal Loop Diagram (CLD) dan simulasi berbasis perangkat lunak, dengan skenario kebijakan mencakup peningkatan adopsi teknologi, stabilitas harga dan kesejahteraan petani, pengendalian ahli fungsi lahan, serta adaptasi terhadap perubahan iklim. Model yang dikembangkan dapat menjadi alat bantu dalam kebijakan dalam upaya penguatan ketahanan pangan jagung di Jawa Timur serta daerah lain dengan karakteristik serupa. Model disimulasikan pada periode 2010–2045 dan diuji melalui beberapa skenario kebijakan: (1) manajemen tanah & air (TM), (2) pengembangan smart farming (smart), dan (3) data-driven system untuk ketahanan pangan (DDSI), serta dibandingkan dengan base model. Hasil simulasi menunjukkan bahwa seluruh skenario meningkatkan kinerja sistem dibanding base model. Temuan ini menegaskan bahwa kombinasi kebijakan berbasis sumber daya (tanah dan air), teknologi budidaya, dan tata kelola data mampu memperkuat ketahanan pangan melalui peningkatan produktivitas, efisiensi biaya, serta insentif ekonomi petani. Model yang dikembangkan dapat digunakan sebagai alat bantu perumusan kebijakan ketahanan pangan jagung di Jawa Timur dan wilayah lain dengan karakteristik serupa.

Food security is one of Indonesia’s major development challenges, shaped by the complex interplay of agricultural productivity, food access, climate change, and farmers’ welfare. This study aims to develop a strategy model to strengthen food security in East Java Province using a System Dynamics approach and Causal Loop Diagrams (CLD). System Dynamics is employed to analyze the causal relationships among key variables, including population growth, land availability, crop productivity, and food self-sufficiency policies. Research data were obtained through a literature review and secondary data analysis from government reports and private sector sources. The proposed model is developed using CLD and software-based simulation, with policy scenarios covering increased technology adoption, price stability and farmers’ welfare, control of land-use conversion, and climate-change adaptation. The model is simulated over the period 2010–2045 and tested under three policy scenarios: (1) soil and water management (TM), (2) smart farming development (smart), and (3) a data-driven system for food security (DDSI), which are then compared against the base model. Simulation results indicate that all scenarios improve system performance relative to the base model. The findings highlight that an integrated policy mix combining resource-based measures (soil–water management), farming technology, and data governance can enhance food security by increasing productivity, improving cost efficiency, and strengthening farmers’ economic incentives.
