Abstract
Indonesia sebagai negara kepulauan membutuhkan sistem logistik yang terintegrasi, efektif dan efisien guna meningkatkan daya saing dan menjamin keberadaan komoditi strategis dari bahan kebutuhan pokok masyarakat secara merata dan terjangkau. Pelabuhan Tanjung Perak merupakan salah satu pelabuhan pintu gerbang Indonesia bagian timur, menjadi puat kolektor dan distributor barang ke Kawasan Timur Indonesia. Arus petikemas di Pelabuhan Tanjung Perak Terminal Petikemas Surabaya tahun 2012 mencapai 984.178 boks. Dalam menjaga pelayanan pelabuhan yang optimal, maka perlu menghindari waktu tunggu kapal (waiting time) yang lama serta utilitas sistem antrian yang rendah.Teori antrian merupakan salah satu metode untuk melakukan pengukuran fenomena menunggu dalam sebuah garis dengan memperhatikan representasi dari ukuran performansi. Tujuan dari sistem antrian adalah untuk menawarkan kepuasan kepada pelanggan yang menunggu. Setelah mengetahui model antrian maka dilanjutkan melakukan simulasi model antrian Model Antrian yang sesuai di Pelabuhan Tanjung Perak yakni G/G/46/~/I/I . Perbaikan sistem antrian dilakukan dengan mencoba memindahkan beberapa aktivitas bongkar muat dari dermaga yang sudah ada ke dermaga baru. Hasil percobaan menunjukkan peningkatan utilitas pada dermaga yang ada. Dermaga Mirah mengalami peningkatan utilitas paling tinggi yakni 2,246.

Indonesia as an archipelagic country requires an integrated logistics system, effective and efficient, in order to increase competitiveness and ensure the existence of strategic commodity as the basic needs of society equally and affordable. Port of Tanjung Perak is one of the port gates in eastern Indonesia, became the center collector and the distributor of goods to Eastern Indonesia. Flow of container at Terminal Petikemas of Port of Tanjung Perak Surabaya in 2012 reached 984,178 boxes. In order to keep the optimal port services, the ship need to avoid the waiting time that too long and the lower utility of queue system. The queuing system theory is one method to measure the phenomenon of waiting in a line that pays attention to the representation of the performance measures. The purpose of the queuing system is offering satisfaction to customers that waiting. After learning thequeue models, then performed a simulation of the queue model. The appropriate queue model in Port of Tanjung Perak is G/G/46/~/I/I. Queuing system repairs was done by try to move some of the activities of loading and unloading of the existing pier to the new quay. The results showed an increase in utility on the existing piers. Mirah Piers increased the highest utility that is 2.24%.
