Abstract

Penelitian ini bertujuan untuk merancang strategi mitigasi risiko secara komprehensif dalam proses pengadaan peralatan kerja untuk pelayanan teknik di PT PLN Electricity Services Unit Pelayanan 2 Jateng & DIY (PLN ES UP2). Tingginya tuntutan akan keandalan dan efisiensi layanan listrik mendorong pentingnya proses pengadaan yang tangguh guna menjamin kontinuitas operasional, keselamatan, dan kepatuhan terhadap standar industri. Studi ini mengidentifikasi berbagai risiko utama, seperti overstock / shortage alat kerja dan material, lemahnya sistem monitoring pengadaan dan logistik, dan forecasting kebutuhan tidak akurat, yang kemudian dikategorikan berdasarkan tingkat kemungkinan dan dampaknya. Metodologi yang digunakan adalah House of Risk (HOR), yang menggabungkan pendekatan kualitatif dan kuantitatif untuk memetakan hubungan antara risk event dan risk agent, serta menentukan prioritas mitigasi melalui perhitungan Aggregate Risk Potential (ARP). Hasil penelitian menunjukkan bahwa terdapat 26 risk event dan 40 risk agent yang teridentifikasi. Setelah dilakukan evaluasi dengan menggunakan house of risk fase 1, maka terdapat 13 risk agent yang diprioritaskan. Pemilihan prioritas untuk mitigasi risiko dilakukan dengan menggunakan metode house of risk fase 2 dan menghasilkan 8 preventive action yang bisa diimplementasikan oleh perusahaan. Tiga preventive action yang memiliki rasio effective to difficulty tertinggi yaitu (1)Standardisasi SOP dan RACI berbasis kerangka SCOR, (2)Implementasi e-Procurement end-to-end dengan Contract Life Cycle Management yang terintegrasi, serta (3)Program rapat koordinasi kebutuhan dan anggaran bulanan antar bagianImplementasi strategi ini diharapkan dapat meningkatkan proses operasional di PLN ES UP2, meminimalisasi risiko denda akibat kegagalan pencapaian SLA, serta menjaga standar layanan yang tinggi. Dengan pendekatan manajemen risiko yang proaktif, PLN ES dapat memperkuat daya saing dan reputasi di sektor operation & maintenance di industri kelistrikan nasional.

This study aims to design a comprehensive risk mitigation strategy in the procurement process of work equipment for technical services at PT PLN Electricity Services, Service Unit 2 Central Java & Yogyakarta (PLN ES UP2). High demands for reliability and efficiency in electricity services underscore the importance of a robust procurement process to ensure operational continuity, safety, and compliance with industry standards. The study identifies various key risks—such as overstocking/shortages of work tools and materials, weak procurement and logistics monitoring systems, and inaccurate demand forecasting—which are then categorized based on their likelihood and impact. The methodology used is the House of Risk (HOR), which combines qualitative and quantitative approaches to map the relationships between risk events and risk agents, and to determine mitigation priorities through the calculation of Aggregate Risk Potential (ARP). The results show that 26 risk events and 40 risk agents were identified. After evaluation using House of Risk Phase 1, 13 risk agents were prioritized. Priority selection for risk mitigation was carried out using House of Risk Phase 2, resulting in 8 preventive actions that can be implemented by the company. The three preventive actions with the highest effectiveness-to-difficulty ratios are: (1) standardization of SOPs and a SCOR-based RACI framework, (2) end-to-end e-Procurement implementation with integrated Contract Life Cycle Management, and (3) a monthly coordination meeting program among departments for needs and budgeting. Implementation of this strategy is expected to improve operational processes at PLN ES UP2, minimize the risk of penalties due to failure to meet SLA targets, and maintain high service standards. With a proactive risk management approach, PLN ES can strengthen its competitiveness and reputation in the operation & maintenance sector of the national electricity industry.
