Abstract
Perkembangan teknologi informasi mendorong transformasi pelayanan publik menuju sistem pemerintahan berbasis elektronik (e-government). Pemerintah Kabupaten Gresik melalui Sekretariat DPRD telah mengimplementasikan aplikasi E-ASMARA (Aspirasi Masyarakat Elektronik) sebagai kanal digital penyampaian aspirasi masyarakat. Namun, tingkat pemanfaatan aplikasi ini masih relatif rendah, yang menunjukkan adanya permasalahan dalam penerimaan dan penggunaan teknologi oleh masyarakat.Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi penerimaan dan penggunaan aplikasi E-ASMARA di Kabupaten Gresik dengan menggunakan model Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) yang dimodifikasi melalui penambahan variabel Trust dan Satisfaction. Penelitian ini menggunakan pendekatan kuantitatif dengan pengumpulan data melalui kuesioner cetak (offline) yang dibagikan kepada 150 masyarakat pengguna E-ASMARA pada kegiatan Sosialisasi Peraturan Perundang-undangan (Sosperda) DPRD di seluruh daerah pemilihan Kabupaten Gresik.Data dianalisis menggunakan metode Partial Least Squares–Structural Equation Modeling (PLS-SEM) dengan bantuan perangkat lunak SmartPLS 4.0. Analisis mencakup pengujian validitas dan reliabilitas indikator melalui outer model, serta pengujian hubungan antar konstruk melalui inner model menggunakan teknik bootstrapping.Hasil penelitian menunjukkan bahwa Use Behavior memiliki pengaruh paling kuat dan signifikan terhadap Satisfaction, yang menegaskan bahwa kepuasan masyarakat ditentukan oleh pengalaman penggunaan aplikasi secara nyata. Facilitating Conditions dan Habit berpengaruh signifikan terhadap Use Behavior, sedangkan Performance Expectancy, Effort Expectancy, dan Trust berpengaruh signifikan terhadap Behavioral Intention. Sebaliknya, Social Influence tidak berpengaruh signifikan terhadap niat maupun perilaku penggunaan aplikasi. Temuan ini menunjukkan bahwa penerimaan E-ASMARA lebih dipengaruhi oleh manfaat nyata, kemudahan penggunaan, dukungan fasilitas, dan kepercayaan terhadap sistem dibandingkan pengaruh sosial.Penelitian ini memberikan kontribusi praktis bagi pemerintah daerah dalam merumuskan strategi peningkatan adopsi layanan aspirasi digital melalui penguatan infrastruktur, pembentukan kebiasaan penggunaan, peningkatan kemudahan sistem, serta penguatan kepercayaan dan transparansi layanan publik digital.

The rapid development of information technology has driven the transformation of public services toward electronic government (e-government) systems. The Government of Gresik Regency, through the Secretariat of the Regional House of Representatives (DPRD), has implemented the E-ASMARA (Electronic Public Aspiration) application as a digital platform for submitting public aspirations and complaints. However, the utilization level of this application remains relatively low, indicating potential issues in technology acceptance and use among the community.This study aims to analyze the factors influencing the acceptance and use of the E-ASMARA application in Gresik Regency using the Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) model, modified by incorporating the Trust and Satisfaction variables. This research adopts a quantitative approach, with data collected through offline (paper-based) questionnaires distributed to 150 E-ASMARA users during the Socialization of Laws and Regulations (Sosperda) activities conducted by the DPRD across all electoral districts in Gresik Regency.The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with the assistance of SmartPLS 4.0 software. The analysis included testing the validity and reliability of indicators through the outer model, as well as examining the relationships among constructs through the inner model using bootstrapping techniques.The results indicate that Use Behavior has the strongest and most significant effect on Satisfaction, emphasizing that public satisfaction is primarily determined by actual usage experience. Facilitating Conditions and Habit significantly influence Use Behavior, while Performance Expectancy, Effort Expectancy, and Trust have significant effects on Behavioral Intention. In contrast, Social Influence does not have a significant effect on either intention or actual usage. These findings suggest that the acceptance of the E-ASMARA application is more strongly driven by perceived usefulness, ease of use, supporting facilities, and trust in the system rather than social influence.This study provides practical contributions for local governments in formulating strategies to enhance the adoption of digital public aspiration services through strengthening infrastructure, fostering habitual use, improving system usability, and reinforcing trust and transparency in digital public services.
