Abstract

Digitalisasi di berbagai sektor telah meningkatkan risiko terhadap keamanan informasi, utamanya di sektor pemerintahan karena tingginya volume data sensitif yang dikelola. Pada penerapannya, keamanan informasi tidak hanya bergantung pada aspek teknis, tetapi juga dipengaruhi oleh aspek non-teknis, salah satunya adalah budaya organisasi, khususnya budaya keamanan informasi. Namun, sebagian besar alat ukur budaya keamanan informasi yang ada masih berfokus pada sektor swasta dan belum mempertimbangkan karakteristik birokrasi serta konteks budaya lokal pemerintahan daerah. Oleh karena itu, penelitian ini bertujuan untuk membuat alat ukur budaya keamanan informasi yang sesuai dengan organisasi sektor publik yang dalam hal ini adalah organisasi pemerintahan di daerah Madura, serta selaras dengan nilai-nilai budaya masyarakat setempat. Penelitian ini dilakukan di Dinas Komunikasi dan Informatika Kabupaten Sampang sebagai tempat studi kasus, dengan mempertimbangkan budaya lokal Madura yang memiliki nilai-nilai sosial khas seperti hierarki Bhuppa’-Bhabhu’-Ghuru-Rato. Selain itu, penelitian ini menggunakan metode Analytic Network Process (ANP) untuk menyusun prioritas rekomendasi berdasarkan penilaian ahli. Hasil penelitian mencatat indeks budaya keamanan informasi sebesar 4.239 (Kategori Baik). Namun, analisis statistik mengungkap kesenjangan signifikan di mana budaya keamanan murni digerakkan oleh Kebijakan (Regulation-Driven), sementara faktor dukungan manajemen, aspek individual, dan budaya lokal terbukti tidak signifikan. Merespons temuan tersebut, analisis ANP menetapkan Inisiatif Penataan Peran dan Tanggung Jawab sebagai solusi prioritas. Dengan demikian, strategi perbaikan di instansi ini harus berfokus pada penataan struktur tugas yang spesifik agar kepatuhan terhadap kebijakan dapat berjalan maksimal.

Digitalization in various sectors has increased risks to information security, especially in the government sector due to the high volume of sensitive data managed. In its application, information security is not only dependent on technical aspects, but is also influenced by non-technical aspects, one of which is organizational culture, particularly information security culture. However, most existing security culture measurement tools still focus on the private sector and have not considered the characteristics of bureaucracy and the context of local government information. Therefore, this study aims to create an information security culture measurement tool that is appropriate for public sector organizations, in this case government organizations in the Madura region, and is aligned with the cultural values of the local community. This research was conducted at the Sampang Regency Communication and Informatics Office as a case study, taking into account local Madurese culture which has unique social values such as the Bhuppa'-Bhabhu'-Ghuru-Rato hierarchy. In addition, this study used the Analytic Network Process (ANP) method to prioritize recommendations based on expert assessment. The results of the study recorded an information security culture index of 4.239 (Good Category). Nevertheless, statistical analysis revealed a significant gap in the security culture, where it was purely regulation-driven, while management support, individual aspects, and local culture proved insignificant. In response to these analysis findings, the ANP established the Role and Responsibility Restructuring Initiative as a priority solution. Therefore, the agency's improvement strategy must focus on structuring specific task structures to ensure optimal policy compliance.
