Abstract

Penelitian ini bertujuan untuk menganalisis kebutuhan pengembangan dermaga baru sebagai upaya mendukung peningkatan kapasitas logistik PT Petrokimia Gresik. Peningkatan volume bongkar muat yang diproyeksikan mencapai 3–4 juta ton per tahun pada periode menengah menyebabkan nilai pemanfaatan dermaga eksisting (BOR) bergerak mendekati batas optimum operasional. Kondisi ini menimbulkan potensi antrean kapal serta risiko keterlambatan pasokan bahan baku bagi proses produksi. Analisis dilakukan melalui proyeksi jumlah kunjungan kapal, evaluasi kapasitas layanan dermaga, penentuan kesesuaian spesifikasi dermaga rencana terhadap karakteristik kapal 15.000–18.000 ton, serta penilaian kebutuhan fasilitas pendukung. Hasil penelitian menunjukkan bahwa dermaga rencana dengan panjang efektif sekitar 210 meter dan kedalaman operasi 11,5 meter mampu melayani kapal rencana secara aman. Kehadiran dermaga baru juga menurunkan nilai BOR ke kisaran 60–70 persen, sehingga meningkatkan stabilitas operasional dan mengurangi risiko antrean kapal. Dari sisi ekonomi, estimasi biaya investasi sebesar Rp 450 miliar dan manfaat tahunan sekitar Rp 20,7 miliar menghasilkan NPV positif sebesar ±Rp 20 miliar, PI 1,13, dan IRR 11,4 persen, yang menunjukkan bahwa pembangunan dermaga rencana layak secara finansial. Analisis sensitivitas mempertegas bahwa kelayakan finansial cukup dipengaruhi oleh perubahan manfaat dan biaya investasi, namun tetap berada dalam rentang yang dapat diterima pada kondisi dasar Secara keseluruhan, penelitian ini menyimpulkan bahwa pembangunan dermaga baru layak dilaksanakan karena memenuhi aspek teknis, operasional, dan finansial, serta memberikan kontribusi strategis dalam mendukung kesinambungan rantai pasok perusahaan.

This study aims to analyse the need for developing a new berth to support the increasing logistics capacity of PT Petrokimia Gresik. Projected cargo throughput is expected to reach 3–4 million tons per year in the medium period, resulting in the berth occupancy rate (BOR) of the existing facility approaching the upper limit of its operational capacity. This condition raises the risk of vessel queuing and potential delays in the supply of critical raw materials for production. The analysis includes forecasting vessel calls, evaluating berthing capacity, assessing the suitability of the planned berth dimensions for 15,000 18,000-ton vessels, and identifying supporting facility requirements. The results indicate that a berth with an effective length of approximately 210 meters and an operational depth of 11.5 meters can safely accommodate the planned vessels. The addition of the new berth reduces the BOR to 60–70 percent, thereby improving operational stability and mitigating the risk of vessel congestion. From an economic perspective, the estimated investment of Rp 450 billion and annual benefits of approximately Rp 20.7 billion yield a positive NPV of around Rp 20 billion, a PI of 1.13, and an IRR of 11.4 percent, indicating that the project is financially feasible. Sensitivity analysis shows that financial viability is influenced by variations in benefits and investment costs, yet remains within acceptable limits under the base scenario. Overall, the study concludes that the development of the new berth is feasible from technical, operational, and financial perspectives, and provides strategic benefits for strengthening the reliability of the company’s supply chain.
