Abstract

Perencanaan transportasi yang tepat menjadi langkah awal yang dibutuhkan dalam mengatasi masalah transportasi. Maka dari itu, pemerintah Surabaya Bersama Japan Internasional Coorporation Agency (JICA) melakukan studi kelayakan mengenai perencanaan pengadaan Mass Rapid Transit di Surabaya yang kemudian diambil alih oleh Pemerintah Inggris yakni Mott Macdonald dan Pricewaterhouse Coopers (PwC) untuk melanjutkan studi kelayakan MRT guna menyediakan transportasi massal yang lebih terstruktur dimana sesuai target Sustainable Development Goals (SDGs) pada point 11 yaitu membangun kota dan pemukiman inklusif, aman, tahan lama dan berkelanjutan yang memiliki target pada tahun 2030, menyediakan akses terhadap sistem transportasi yang aman, terjangkau, mudah diakses, dan berkelanjutan bagi semua dengan memperbanyak transportasi publik, mengingat Surabaya menjadi salah satu prioritas kajian Sustainable Urban Mobility Plan (SUMP) di wilayah Gerbangkertosusila yang disusun Pemerintah Provinsi Jawa Timur. Penelitian ini bertujuan untuk: (1) mengetahui karakteristik pelaku perjalanan pengguna moda; (2) mengetahui faktor apa saja yang mempengaruhi peralihan moda transportasi MRT; (3) mendapatkan suatu pemodelan probabilitas peralihan moda transportasi MRT. Metode yang digunakan yaitu analisis regresi logistik untuk perhitungan probabilitas perpindahan moda dengan survei menggunakan metode stated preference. Subjek penelitian ditujukan kepada pengguna kendaraan pribadi dan angkutan umum yang melewati rute eksisting Mass Rapid Transit (MRT). Hasil penelitian ini probabilitas perpindahan moda pengguna kendaraan pribadi dan angkutan umum yang bersedia berpindah menggunakan Mass Rapid Transit (MRT) paling tinggi terjadi pada skenario tarif sebesar ≥Rp.10.000 dan frekuensi sebanyak 5 kali/jam atau setiap 12 menit sekali dengan variabel yang paling berpengaruh adalah penghasilan, waktu tempuh perjalanan dan biaya khusus tansportasi untuk kendaraan pribadi, waktu tunggu di halte, jarak tempuh dari asal tujuan menuju halte dan jarak tempuh dari halte menuju tujuan untuk angkutan umum.

Proper transportation planning is a necessary first step in addressing transportation issues. Therefore, the Surabaya government, in collaboration with the Japan International Cooperation Agency (JICA), conducted a feasibility study on the planning of the Mass Rapid Transit procurement in Surabaya. This was then taken over by the British Government, namely Mott Macdonald and PricewaterhouseCoopers (PwC), to continue the MRT feasibility study to provide a more structured mass transportation that aligns with the target of Sustainable Development Goals (SDGs) in point 11, namely building inclusive, safe, resilient, and sustainable cities and settlements. The target is to provide access to a safe, affordable, accessible, and sustainable transportation system for all by 2030 by increasing public transportation. Surabaya is one of the priorities for the Sustainable Urban Mobility Plan (SUMP) study in the Gerbangkertosusila area prepared by the East Java Provincial Government. This study aims to: (1) determine the characteristics of travelers using modes of transportation; (2) determine the factors influencing MRT transportation mode shifts; and (3) develop a probability model for MRT transportation mode shifts. The method used was logistic regression analysis to calculate the probability of mode shift, using a survey using the stated preference method. The study subjects were private vehicle and public transportation users who use the existing Mass Rapid Transit (MRT) route. The results of this study show that the probability of mode shifting for private vehicle and public transportation users who are willing to switch to using Mass Rapid Transit (MRT) is highest in the scenario of a fare of ≥Rp. 10,000 and a frequency of 5 times/hour or every 12 minutes with the most influential variables being income, travel time and special transportation costs for private vehicles, waiting time at the bus stop, distance from the origin to the bus stop and distance from the bus stop to the destination for public transportation.
