Abstract

Transportasi maritim berperan penting dalam mendukung perdagangan global, dengan pelabuhan sebagai simpul utama rantai pasok. Terminal multipurpose, seperti Terminal Teluk Lamong, dirancang untuk menangani berbagai jenis kargo secara efisien, namun tetap rentan terhadap gangguan operasional, khususnya di area landside (daratan) dermaga. Penelitian ini bertujuan mengidentifikasi, memprioritaskan, dan menganalisis dampak bisnis dari disrupsi operasional pada dermaga peti kemas dan curah kering di Terminal Teluk Lamong. Sebanyak 13 potensi disrupsi, meliputi Hujan Ekstrem >200 mm (E1), Angin Kencang >13 knot (E2), Gempa Bumi >6 SR (E3), Konflik Buruh (E4), Kondisi Lingkungan Kerja yang buruk (E5), Human Error (E6), Jadwal Maintenance yang Tertunda (E7), Produktivitas Crane yang Menurun (E8), Kecelakaan akibat Tumpahan Bahan Bakar (E9), Korsleting Kelistrikan (E10), Gangguan Jaringan Internet (E11), Cyber Attack (E12), serta Aplikasi dan Sistem Pendataan Error (E13) diidentifikasi dan dianalisis menggunakan metode FMEA-RBN (Rule-Based Bayesian Network) dengan bantuan aplikasi GeNIe untuk menghasilkan crisp value sebagai indikator tingkat kepentingan disrupsi. Hasil analisis Pareto menunjukkan disrupsi prioritas pada dermaga curah kering adalah Human Error (E6) dengan crisp value 56,069, sedangkan pada dermaga peti kemas adalah Jadwal Maintenance yang Tertunda (E7) dengan crisp value 60,893. Disrupsi prioritas tersebut kemudian dianalisis dampak bisnisnya menggunakan Business Impact Analysis (BIA) dengan fokus pada dampak finansial dan operasional. Hasil penelitian menunjukkan bahwa Human Error (E6) menyebabkan penurunan pendapatan hingga 99,42% namun berdampak insignifikan, sedangkan Jadwal Maintenance yang Tertunda (E7) menyebabkan penurunan pendapatan hingga 74,71% dan penurunan produktivitas hingga 80% dengan dampak bersifat catastrophic. sebagai tindak lanjut, penelitian ini menyusun Business Continuity Plan (BCP) adaptif yang terdiri atas tahap penanganan gangguan dan tahap pemulihan operasional, dengan mempertimbangkan kesiapan sumber daya, struktur organisasi, dan infrastruktur perusahaan, guna meningkatkan efektivitas dan ketahanan operasional pelabuhan di masa mendatang.

Maritime transportation plays an important role in supporting global trade, with ports serving as the main nodes of the supply chain. Multipurpose terminals, such as Terminal Teluk Lamong, are designed to handle various types of cargo efficiently, but they remain vulnerable to operational disruptions, particularly in the landside (onshore) quay area. This study aims to identify, prioritize, and analyze the business impacts of operational disruptions at the container and dry bulk quays of Terminal Teluk Lamong. There are 13 potential disruptions, including Extreme Rainfall >200 mm (E1), Strong Winds >13 knots (E2), Earthquakes >6 on the Richter Scale (E3), Labor Conflicts (E4), Poor Working Environment Conditions (E5), Human Error (E6), Delayed Maintenance Schedules (E7), Decreased Crane Productivity (E8), Accidents Due to Fuel Spills (E9), Electrical Short Circuits (E10), Internet Network Disruptions (E11), Cyber Attacks (E12), and Application and Data System Errors (E13), were identified and analyzed using the FMEA–RBN (Rule-Based Bayesian Network) method with the assistance of the GeNIe application to generate crisp values as indicators of the level of importance of the disruptions. The results of the Pareto analysis show that the priority disruption at the dry bulk quay is Human Error (E6) with a crisp value of 56.069, while at the container quay it is Delayed Maintenance Schedules (E7) with a crisp value of 60.893. These priority disruptions were then analyzed for their business impacts using Business Impact Analysis (BIA), focusing on financial and operational impacts. The results show that Human Error (E6) causes a revenue decrease of up to 99.42% but has an insignificant impact, while Delayed Maintenance Schedules (E7) cause a revenue decrease of up to 74.71% and a productivity decrease of up to 80% with catastrophic impacts. As a follow-up action, this study develops an adaptive Business Continuity Plan (BCP) consisting of disruption handling and operational recovery stages, taking into account resource readiness, organizational structure, and company infrastructure, in order to improve the effectiveness and operational resilience of the port in the future.
