Abstract
Dalam sektor pertanian, sistem rantai pasok sering kali didominasi oleh strategi push supply chain, di mana keputusan produksi dibuat tanpa disesuaikan dengan sinyal dari permintaan pasar. Sistem ini menjadikan tantangan dalam pertanian mengingat siklus produksi yang panjang dan sifat produk yang mudah rusak. Kelompok Petani (Poktan) tidak dapat menyesuaikan produksi secara instan dengan fluktuasi permintaan, sehingga menyebabkan ketidaksesuaian antara pasokan dengan permintaan di pasar. Ketidakseimbangan ini menyebabkan kelebihan pasokan saat puncak dari masa panen, sementara menimbulkan kerugian pasca-panen dan kelangkaan pasokan di luar musim panen yang berdampak pada stabilitas harga serta pendapatan Poktan. Oleh karena itu, penelitian ini mengusulkan pengembangan model contract farming yang mengintegrasikan penjadwalan rotasi tanaman. Pada tahap pertama, perjanjian contract farming dibuat antara Poktan dengan perusahaan pada harga dan kuantitas yang telah ditentukan menggunakan simulasi Monte Carlo. Setelah itu, kuantitas panen yang optimal—ditentukan berdasarkan profit yang diharapkan di bawah ketidakpastian faktor permintaan dan hasil panen—digunakan untuk mengembangkan jadwal rotasi tanaman yang memastikan hasil panen dapat mencukupi kebutuhan pasar di setiap periode dengan mempertimbangkan karakteristik setiap komoditas. Tahap terakhir dilakukan melalui two-stage heuristics, yang memprioritaskan pemenuhan permintaan pasar terlebih dahulu, kemudian menemukan potensi penjadwalan terbaik yang memungkinkan untuk memaksimalkan keuntungan. Hasil dari pendekatan ini berupa alat bantu pengambilan keputusan yang praktis bagi perusahaan dan Poktan dalam menyepakati skema contract farming, sehingga dapat meningkatkan keuntungan bagi kedua pihak.

In the agricultural sector, the supply chain is often hindered by a push strategy, where production is misaligned with market demand due to long cycles and perishable goods. This system presents a unique challenge in agriculture, considering the long production cycle and the perishable nature of the product. Farmers are unable to adjust production instantly in response to fluctuations in demand, thereby causing a persistent mismatch (or misalignment) between supply and market demand. This imbalance causes oversupply during the peak harvest season, while creating post-harvest losses and supply shortages during the off-season, which impacts price stability and farmer income. In response, this study proposes an optimization model that integrates the contract farming mechanism with an optimized crop rotation schedule. In the first stage, contract farming agreements are established between farmers and firms at predetermined prices and quantities using Monte Carlo Simulation. Afterwards, the optimal quantity allocation—determined based on the best expected profit under varying demand and yield scenarios—is used to develop a crop rotation schedule that aligns harvest periods with market needs, considering unique characteristics for each commodity. The final stage is done through two-stage heuristics, which prioritize fulfilling market demand and then find the best possible scheduling to maximize profits. This approach not only aims to improve supply-demand synchronization but also to create a practical decision-making tool. This will help companies and farmers to agree on a contract farming scheme, thereby boosting profits for both stakeholders.
