Abstract
Kawasan Metropolitan Jabodetabekpunjur dibentuk melalui Perpres No. 54 Tahun 2008 dengan visi mewujudkan pembangunan berkelanjutan yang terintegrasi. Namun, dalam satu dekade terakhir, kawasan ini masih menghadapi tantangan ketimpangan spasial multidimensi yang persisten, seperti konsentrasi PDRB di Jakarta mencapai 62,5% dan tingginya angka kemiskinan (13,13%) serta stunting (27,6%) di wilayah penyangga. Penelitian ini bertujuan untuk menganalisis pola spatial clustering aspek ekonomi, sosial, dan lingkungan pada periode 2015-2023 guna mengevaluasi efektivitas pencapaian tujuan pembangunan berkelanjutan tersebut. Metode penelitian yang digunakan adalah pendekatan kuantitatif-spasial melalui penyusunan Indeks Komposit untuk mengintegrasikan 21 indikator (Ekonomi-Sosial-Lingkungan). Analisis dilanjutkan dengan metode Contiguous Spatial Clustering untuk memetakan tiga klaster wilayah pada tahun 2015, 2019, dan 2023 dengan mempertimbangkan kedekatan geografis. Hasil penelitian menunjukkan bahwa tujuan pembangunan berkelanjutan belum tercapai karena pola clustering terintegrasi masih menunjukkan polarisasi struktural yang stabil. Klaster 3 (inti metropolitan) unggul secara ekonomi-sosial tetapi menjadi penyumbang degradasi lingkungan terbesar, dengan Jakarta Timur sebagai episentrum emisi GRK tertinggi. Sementara itu, wilayah kabupaten (Klaster 1 dan 2) terus mengalami deprivasi multidimensi, terutama di Kabupaten Bogor dan Cianjur. Penelitian menyimpulkan adanya kegagalan trade-off antara pertumbuhan ekonomi dengan keberlanjutan lingkungan dan pemerataan sosial. Diperlukan reformasi kebijakan yang fokus pada distribusi layanan sosial ke wilayah penyangga dan transformasi sistem transportasi di wilayah inti.

The Jabodetabekpunjur Metropolitan Area was established through Presidential Regulation No. 54 of 2008 with a vision to achieve integrated sustainable development. However, over the past decade, this region has faced persistent multidimensional spatial disparities, characterized by a concentration of GRDP in Jakarta at 62.5%, high poverty rates (13.13%), and stunting prevalence (27.6%) in the surrounding buffer zones. This study aims to analyze the spatial clustering patterns of economic, social, and environmental aspects during the 2015-2023 period to evaluate the effectiveness of achieving sustainable development goals. The research employs a quantitative-spatial approach by developing a Composite Index to integrate 21 indicators across economic, social, and environmental dimensions. The analysis is further conducted using the Contiguous Spatial Clustering method to map three regional clusters for the years 2015, 2019, and 2023, while considering geographical proximity. The results indicate that sustainable development objectives have not yet been met, as integrated clustering patterns reveal a stable structural polarization. Cluster 3 (the metropolitan core) excels socio-economically but remains the primary contributor to environmental degradation, with East Jakarta as the epicenter of the highest GHG emissions. Meanwhile, regency areas (Clusters 1 and 2) continue to experience multidimensional deprivation, particularly in Bogor and Cianjur Regencies. The study concludes that there is a failed trade-off between economic growth, environmental sustainability, and social equity. Policy reforms focusing on the distribution of social services to buffer zones and the transformation of transportation systems in the core area are urgently required.
