Abstract

Pembangkit listrik berbahan bakar MFO/HSD di Indonesia, khususnya di PLN Nusantara Power UP Gresik, menghadapi tantangan signifikan akibat volatilitas harga bahan bakar dan disrupsi rantai pasok. Ketergantungan pada pemasok tunggal serta tingginya biaya transportasi laut memperbesar risiko yang dapat memengaruhi keandalan operasional dan efisiensi biaya. Meskipun risiko operasional telah banyak diteliti, studi yang secara kuantitatif memprioritaskan risiko harga dan pasokan menggunakan kerangka kerja analitis terstruktur masih terbatas. Penelitian ini menerapkan metodologi House of Risk (HOR) untuk mengidentifikasi, memprioritaskan, dan merancang mitigasi risiko secara sistematis. Proses penelitian terdiri dari dua fase yaitu HOR1 mengidentifikasi kejadian risiko (risk events) dan agen risiko (risk agents) melalui wawancara ahli dan data operasional untuk menghitung nilai Aggregate Risk Potential (ARP) sebagai dasar prioritas. Selanjutnya, HOR2 mengembangkan serangkaian strategi mitigasi untuk risiko berprioritas tinggi yang dievaluasi berdasarkan efektivitas dan tingkat kesulitan implementasi. Hasil yang diharapkan adalah daftar peringkat risiko kritis seperti lonjakan harga minyak global, kenaikan biaya pengiriman, dan keterlambatan akibat cuaca serta satu set tindakan mitigasi praktis, termasuk perencanaan inventori adaptif, pemantauan transportasi secara real-time, dan optimalisasi skema kontrak. Dengan mengintegrasikan analisis risiko harga dan pasokan, studi ini bertujuan memberikan wawasan yang dapat ditindaklanjuti bagi PLN Nusantara Power UP Gresik sekaligus berkontribusi pada literatur manajemen risiko rantai pasok di sektor energi.

Fuel price volatility and supply chain disruptions pose significant challenges for MFO/HSD-fired power plants in Indonesia, particularly for facilities reliant on a single supplier and vulnerable to rising transportation costs. At PLN Nusantara Power UP Gresik, fluctuations in global oil prices, shipping expenses, and potential delivery delays can directly affect operational reliability and cost efficiency. While existing research has explored operational risks in power generation, few studies have quantitatively assessed both price and supply risks using structured analytical frameworks. This study applies the House of Risk (HOR) methodology to systematically identify, prioritize, and mitigate risks associated with fuel price volatility and supply chain disruptions at PLN Nusantara Power UP Gresik. The research consists of two phases: HOR1 identifies risk events and risk agents through expert interviews and operational records, then calculates Aggregate Risk Potential (ARP) scores to prioritize the most critical risks based on severity, occurrence, and correlation levels. HOR2 develops mitigation strategies for high-priority risks, evaluating them in terms of effectiveness and implementation difficulty. Expected outcomes include a ranked list of critical risks such as volatile oil prices, increased shipping costs, and weather-related delivery delays and a set of practical mitigation measures, including adaptive inventory planning, real-time transport monitoring, and long-term contract arrangements. By integrating price and supply risk analysis into a single framework, this study aims to provide actionable insights for PLN Nusantara Power UP Gresik while contributing to the academic literature on supply chain risk management in the power generation sector.
