Abstract
Reklamasi menjadi salah satu pilihan dalam mengatasi keterbatasan lahan guna mendukung pembangunan ekonomi dan infrastruktur. Seperti halnya di Surabaya, dimana terdapat rencana pembangunan Kawasan Pesisir Terpadu- Surabaya Waterfront Land (SWL) sebagai Proyek Strategis Nasional. Pembangunan SWL direncanakan berada di pesisir Pamurbaya melalui kegiatan reklamasi. Penelitian ini bertujuan menganalisis perubahan karakteristik hidrodinamika, transportasi sedimen, serta debit pada saluran primer akibat rencana reklamasi tersebut. Pemodelan numerik dilakukan menggunakan Delft3D-FLOW yang terhubung dengan Delft3D-WAVE, melalui pendekatan nested grid. Hasil simulasi menunjukkan bahwa reklamasi tidak mengubah karakter sistem pasang surut secara keseluruhan, namun menyebabkan redistribusi arus spasial di area studi. Perubahan tersebut bervariasi, di mana terdapat saluran yang mengalami penurunan kecepatan arus, sementara pada saluran lainnya terjadi percepatan aliran. Karakteristik gelombang di wilayah studi tergolong berenergi relatif rendah dengan kondisi perairan relatif tenang, ditunjukkan oleh Hsig yang berada pada kisaran 0.19-0.36 m. Hal tersebut mengindikasikan jika proses transportasi sedimen dan evolusi morfologi perairan lebih dominan dipengaruhi oleh parameter arus. Skenario reklamasi menyebabkan penurunan debit rerata pada saluran primer Kali Kepiting, dengan debit inlet P1 menurun dari 2.98 m3/s menjadi 2.79 m3/s dan inlet P2 dari 2.49 m3/s menjadi 2.29 m3/s. Penurunan tersebut berdampak relatif kecil terhadap penambahan waktu pengisian tambak, yaitu sekitar 0.09 jam/ha (8.9%). Penerapan alternatif solusi pengerukan di area muara meningkatkan debit aliran, namun dengan efektivitas yang terbatas. Perhitungan debit dengan metode Manning pada inlet di Kali Dami dan Kali Bokor juga menunjukkan perbedaan waktu pengisian yang tidak signifikan antara kondisi eksisting dengan skenario reklamasi, masing-masing bertambah 3.7% dan 2.4%. Temuan ini menegaskan bahwa ketersediaan debit kumulatif selama satu siklus pasang merupakan faktor yang lebih dominan dalam menentukan waktu pengisian tambak.

Land reclamation has become a viable option to address land scarcity in support of economic and infrastructure development. In Surabaya, the development of an integrated coastal area known as the Surabaya Waterfront Land (SWL) has been planned as a National Strategic Project. The SWL development is proposed to be located along the Pamurbaya coast through reclamation activities. This study aims to analyze changes in hydrodynamic characteristics, sediment transport, and primary channel discharge resulting from the planned reclamation. Numerical modeling was conducted using Delft3D-FLOW coupled with Delft3d-WAVE through a nested grid approach. The simulation results indicate that the reclamation does not significantly alter the overall tidal system; however, it induces a spatial redistribution of current patterns within the study area. These changes vary across channels, with reduced flow velocities observed in some channels and accelerated flow in others. Wave conditions in the study area are characterized by relatively low energy and calm waters, as indicated by Hsig ranging from 0.19 to 0.36 m. This suggests that sediment transport processes and morphological evolution in the area are more dominantly influenced by current-related parameters. The reclamation scenario leads to a decrease in the average discharge of the primary channel of Kali Kepiting, with discharge at inlet P1 decreasing from 2.98 m3/s to 2.79 m3/s and inlet P2 from 2.49 m3/s to 2.29 m3/s. This reduction results in a relatively small increase in pond filling time, amounting to approximately 0.09 h/ha (8.9%). The implementation of an alternative dredging strategy at the Kali Kepiting estuary result in only a limited increase in discharge. Discharge calculations using the Manning method at the inlets of Kali Dami and Kali Bokor also show no significant differences in pond filling time between the existing condition and the reclamation scenario, with increases of 3.7% and 2.4%, respectively. The findings confirm that the availability of cumulative discharge over a single tidal cycle is a more dominant factor in determining pond filling time than instantaneous discharge variations.
