Abstract

Dalam menghadapi perkembangan teknologi dan persaingan global, peningkatan kualitas sumber daya manusia menjadi kebutuhan utama. PT PLN Pusat Pendidikan dan Pelatihan, melalui PLN Unit Pendidikan dan Pelatihan Bogor (PLN UPDL Bogor), berperan penting dalam penyediaan layanan pelatihan untuk mendukung kompetensi teknis di bidang distribusi tenaga listrik. Namun, kondisi layanan dan fasilitas laboratorium distribusi 20 kV yang ada saat ini belum optimal akibat kerusakan bangunan dan peralatan, ketidaksesuaian dengan standar, serta ketertinggalan terhadap perkembangan teknologi, sehingga menghambat efektivitas proses pelatihan. Penelitian ini bertujuan untuk merumuskan perbaikan layanan dan fasilitas laboratorium distribusi 20 kV melalui pendekatan terintegrasi menggunakan metode Service Quality, Importance Performance Analysis (IPA), Quality Function Deployment (QFD), Analytical Hierarchy Process (AHP), dan PROMETHEE. Hasil analisis menunjukkan bahwa kebutuhan dengan bobot prioritas tertinggi adalah peningkatan fasilitas gardu distribusi 20 kV sesuai standar SPLN terbaru dengan nilai bobot sebesar 31,101. Selanjutnya, hasil perancangan dan pemilihan alternatif desain menunjukkan bahwa laboratorium tipe Hybrid (Indoor–Outdoor) merupakan alternatif paling optimal untuk diterapkan di PLN UPDL Bogor, karena mampu memberikan keseimbangan terbaik antara aspek manfaat, biaya, risiko, dan keberlanjutan implementasi.

In the face of technological developments and global competition, improving the quality of human resources has become a primary need. PT PLN Education and Training Centre, through PLN Education and Training Unit Bogor (PLN UPDL Bogor), plays an important role in providing training services to support technical competencies in the field of electricity distribution. However, the current condition of the 20 kV distribution laboratory services and facilities is not optimal due to damage to buildings and equipment, non-compliance with standards, and lagging behind technological developments, thereby hampering the effectiveness of the training process. This study aims to formulate improvements to the services and facilities of the 20 kV distribution laboratory through an integrated approach using the Service Quality, Importance Performance Analysis (IPA), Quality Function Deployment (QFD), Analytical Hierarchy Process (AHP), and PROMETHEE methods. The analysis results show that the need with the highest priority weight is to improve the 20 kV distribution substation facilities in accordance with the latest SPLN standards, with a weight value of 31.101. Furthermore, the results of the design and selection of alternative designs indicate that the hybrid (indoor–outdoor) laboratory type is the most optimal alternative to be implemented at PLN UPDL Bogor, as it provides the best balance between the aspects of benefits, costs, risks, and sustainability of implementation.
