Abstract

Pembangunan manusia merupakan salah satu fokus utama dalam agenda pembangunan daerah karena kualitas sumber daya manusia berperan penting dalam menentukan daya saing dan kesejahteraan wilayah. Di Provinsi Jawa Timur, capaian Indeks Pembangunan Manusia (IPM) antar kabupaten/kota masih menunjukkan ketimpangan meskipun secara umum mengalami peningkatan. Kondisi ini mengindikasikan adanya perbedaan pengaruh faktor ekonomi, pembangunan infrastruktur, dan karakteristik demografi penduduk terhadap IPM di masing-masing daerah. Penelitian ini bertujuan untuk menganalisis pengaruh aspek ekonomi, pembangunan infrastruktur, dan demografi penduduk terhadap IPM kabupaten/kota di Provinsi Jawa Timur periode 2015–2024. Variabel dependen dalam penelitian ini adalah IPM, sedangkan variabel independen meliputi jumlah UMKM dan PDRB per kapita sebagai aspek ekonomi; anggaran infrastruktur pemerintah dan total panjang jalan sebagai aspek pembangunan infrastruktur; serta kepadatan penduduk dan Tingkat Partisipasi Angkatan Kerja (TPAK) sebagai aspek demografi penduduk. Penelitian ini menggunakan pendekatan kuantitatif dengan metode data panel dinamis menggunakan Generalized Method of Moments (GMM) untuk menangkap dinamika IPM antar waktu dan antar daerah. Data yang digunakan merupakan data sekunder yang bersumber dari Badan Pusat Statistik (BPS) dan dokumen pemerintah daerah. Hasil penelitian menunjukkan bahwa variabel ekonomi, pembangunan infrastruktur, dan demografi penduduk secara simultan memiliki keterkaitan terhadap IPM di Provinsi Jawa Timur. Selain itu, IPM pada periode sebelumnya berpengaruh terhadap IPM periode berjalan, yang menunjukkan adanya sifat dinamis dalam pembangunan manusia.

Human development is one of the main priorities in regional development agendas, as the quality of human resources plays a crucial role in determining regional competitiveness and welfare. In East Java Province, the Human Development Index (HDI) achievements across regencies and cities still show notable disparities, although overall improvements have been observed. This condition indicates that economic factors, infrastructure development, and demographic characteristics may affect HDI differently across regions. This study aims to analyze the influence of economic aspects, infrastructure development, and population demographics on the HDI of regencies and cities in East Java Province during the 2015–2024 period. The dependent variable in this study is the Human Development Index (HDI), while the independent variables include the number of micro, small, and medium enterprises (MSMEs) and gross regional domestic product (GRDP) per capita as economic indicators; government infrastructure expenditure and total road length as infrastructure development indicators; as well as population density and labor force participation rate (LFPR) as demographic indicators. This study employs a quantitative approach using a dynamic panel data method with the Generalized Method of Moments (GMM) to capture the dynamic nature of HDI across time and regions. The data used are secondary data obtained from Statistics Indonesia (BPS) and regional government documents. The results indicate that economic factors, infrastructure development, and demographic characteristics are simultaneously associated with HDI in East Java Province. In addition, the HDI in the previous period affects the current HDI, indicating the presence of dynamic persistence in human development.
