Abstract

Penelitian ini bertujuan untuk menentukan lokasi terminal LNG yang paling efisien untuk memenuhi kebutuhan energi di Bali, terutama setelah terjadi black-out pada Mei 2025 yang menyebabkan kerugian sebesar Rp 70 Miliar dalam satu hari. Dua lokasi potensial, Celukan Bawang dan Tanah Ampo, dianalisis dengan menggunakan model optimasi linear programming. Parameter yang dipakai adalah tipe terminal (onshore dan offshore), kapasitas kapal LNG, rute pelayaran, kapasitas penyimpanan, dan boil-off gas yang memengaruhi volume LNG pada setiap pengiriman. Hasil optimasi menunjukkan bahwa biaya distribusi LNG total melalui Pelabuhan Celukan Bawang (Rp 42,34 triliun) 13% lebih tinggi dibandingkan dengan Tanah Ampo (Rp 37,53 triliun) dalam hal CAPEX, OPEX terminal, dan biaya distribusi selama 20 tahun. Hal ini terutama disebabkan oleh dampak boil-off gas yang signifikan terhadap kelangsungan distribusi LNG. Oleh karena itu, kapal dengan waktu pengiriman lebih cepat memberikan efisiensi lebih tinggi dibandingkan kapal dengan waktu pengiriman lebih lama, terutama dilihat dari jarak pelayaran. Temuan ini menegaskan bahwa faktor operasional jangka panjang, termasuk pengaruh boil-off gas, menjadi pertimbangan utama dalam menentukan lokasi terminal LNG yang optimal bagi sistem energi di Bali.

This study aims to determine the most efficient LNG terminal location to meet Bali’s energy demand, particularly following the blackout in May 2025, which caused economic losses of approximately IDR 70 billion in a single day. Two potential locations, Celukan Bawang and Tanah Ampo, are evaluated using a linear programming optimization model. The parameters considered include terminal type (onshore and offshore), LNG vessel capacity, shipping routes, storage capacity, and boil-off gas, which affects the delivered LNG volume in each shipment. The optimization results show that the total LNG distribution cost through Celukan Bawang Port (IDR 42.34 trillion) is about 13% higher than that through Tanah Ampo (IDR 37.53 trillion), considering CAPEX, terminal OPEX, and distribution costs over a 20-year planning horizon. This difference is mainly driven by the significant impact of boil-off gas on LNG distribution performance. Consequently, vessels with shorter delivery times provide higher efficiency than those with longer shipping durations, particularly when sailing distance is taken into account. These findings highlight those long-term operational factors, especially the effect of boil-off gas, are critical considerations in selecting the optimal LNG terminal location for Bali’s energy system.
