Abstract
Teknologi telah menjadi pilar utama dalam meningkatkan kinerja organisasi diberbagai sektor, termasuk institusi penguruan tinggi. Institut Teknologi Sepuluh Nopember (ITS) merupakan salah satu perguruan tinggi di Surabaya, Jawa Timur yang berfokus pada penerapan teknologi. ITS memiliki sebuah unit kerja yang bertanggung jawab terhadap layanan TI di lingkungan kampus yaitu Direktorat Pengembangan Teknologi dan Sistem Informasi (DPTSI ITS). DPTSI ITS telah memiliki Key Performance Indicator (KPI) sebagai acuan operasional. Tetapi, KPI yang dimiliki saat ini hanya berfokus pada pemenuhan target yang diberikan ITS saja tanpa memperhatikan aspek tata kelola TI yang fundamental. Sehingga, DPTSI ITS membutuhkan pengukuran kinerja TI internal yang juga mempertimbangkan aspek tata kelola TI yang fundamental. Penelitian Tugas akhir ini akan mengusulkan pedoman pengukuran kinerja TI internal dalam bentuk sebuah peta strategi Balanced Scorecard (BSC) dengan perspektif Standard IT Balanced Scorecard (IT BSC) berdasarkan COBIT 2019 alignment goals dan KPI untuk mencapai sasaran strategis pada peta strategi tersebut. Dengan menggunakan pendekatan kualitatif, data dalam penelitian tugas akhir ini diperoleh melalui observasi dokumen dan wawancara. Pembuatan peta strategi DPTSI ITS menghasilkan 11 sasaran strategis yang terdiri dari 10 sasaran strategis berdasarkan KPI DPTSI ITS 2025 dan 1 sasaran strategis berdasarkan analisis SWOT. Dan terdapat total 77 KPI yang terdiri dari 59 KPI DPTSI ITS 2025 dan 18 KPI baru yang akan digunakan sebagai pengukuran ketercapaian sasaran strategis pada peta strategi.

Technology has become a key pillar in improving organizational performance across various sectors, including higher education institutions. Institut Teknologi Sepuluh Nopember (ITS) is a university in Surabaya, East Java, that focuses on technology implementation. ITS has a work unit responsible for IT services on campus, the Directorate of Technology Development and Information Systems (DPTSI ITS). DPTSI ITS has established Key Performance Indicators (KPIs) as operational benchmarks. However, the current KPIs focus solely on meeting ITS targets without addressing fundamental IT governance aspects. Therefore, DPTSI ITS requires internal IT performance measurement that also considers fundamental IT governance aspects. This final project research will propose guidelines for measuring internal IT performance in the form of a Balanced Scorecard (BSC) strategy map with a Standard IT Balanced Scorecard (IT BSC) perspective based on COBIT 2019 alignment of goals and KPIs to achieve the strategic objectives outlined in the strategy map. Using a qualitative approach, data for this final project was obtained through document observation and interviews. The creation of the ITS DPTSI strategy map resulted in 11 strategic targets consisting of 10 strategic targets based on the 2025 ITS DPTSI KPI and 1 strategic target based on a SWOT analysis. And there are total of 77 KPIs consisting of 59 ITS DPTSI 2025 KPIs and 18 new KPIs that will be used to measure the achievement of strategic targets in the strategy map
