Abstract

The implementation of a permanent on-street parking ban in the Tunjungan Corridor since August 1, 2025, has significantly shifted the parking demand to off-street facilities, leading to operational challenges and a reported 30 to 50 percent decrease in local business revenue. This study evaluates the performance of off-street parking facilities based on the perceptions of four-wheeled vehicle users to identify critical service gaps and support the area's economic resilience. A two-stage methodology was employed, beginning with the Delphi method to reach a consensus among three experts from the government, academia, and non-governmental organizations on thirteen service performance criteria derived from the SERVQUAL framework. Subsequently, a quantitative assessment was conducted through Importance-Performance Analysis (IPA) involving 103 four-wheeled vehicle users. The results indicate an aggregate conformity level (TKi) of 84.76 percent with a total negative service gap of -909, where the most significant deficiencies were found in security and on-time performance. Comparative analysis reveals that while building-based facilities achieved a TKi of 97.76 percent, manual surface lots demonstrated the lowest performance at 71.47 percent. Strategic priority variables identified in the "Concentrate Here" quadrant include physical facilities, equipment clarity, search-time efficiency, and responsiveness to complaints. These findings suggest that addressing technical and infrastructure deficits, particularly in manual lots, is essential for maintaining the accessibility and sustainability of the Tunjungan Corridor as a major commercial and tourism destination.
