Abstract

Ketahanan pangan merupakan aspek strategis dalam pembangunan nasional yang berkaitan dengan stabilitas ekonomi, sosial, dan kesejahteraan masyarakat. Pada periode perencanaan pembangunan nasional 2024-2029, Pemerintah Indonesia kembali mengembangkan program food estate sebagai Kawasan Sentra Produksi Pangan (KSPP) dan menetapkannya sebagai prioritas nasional di Sumatera Utara, Kalimantan Tengah, Nusa Tenggara Timur, Papua, dan Papua Selatan. Keberhasilan pengembangan kawasan ini sangat dipengaruhi oleh ketersediaan pupuk, sementara perbedaan lokasi antara pabrik pupuk dan wilayah food estate menjadikan sistem distribusi pupuk, khususnya melalui transportasi laut sebagai faktor krusial dalam rantai pasok. Penelitian ini menggunakan metode optimasi berbasis Vehicle Routing Problem (VRP) untuk menentukan rute distribusi serta pemilihan truk dan kapal yang optimal untuk meminimalkan biaya unit distribusi pupuk, yang meliputi biaya transportasi darat dan transportasi laut. Permintaan pupuk dihitung berdasarkan luas lahan dan dosis pupuk per hektar dengan total kebutuhan sebesar 5.710.009 ton untuk seluruh provinsi. Hasil optimasi menunjukkan bahwa skema distribusi paling efisien menggunakan pola port to port dengan skema Time Charter Hire (TCH), yaitu Provinsi Sumatera Utara menggunakan kapal KPL14 (5.558 DWT) dengan biaya unit Rp10.152/ton, Kalimantan Tengah menggunakan kapal KPL14 (5.558 DWT) dengan biaya unit Rp21.252/ton, Nusa Tenggara Timur menggunakan kapal KPL18 (900 DWT) dengan biaya unit Rp35.673/ton, Papua menggunakan kapal KPL18 (900 DWT) dengan biaya unit Rp4.185/ton, dan Papua Selatan menggunakan kapal KPL12 (14.390 DWT) dengan biaya unit Rp1.069.084/ton.

Food security is a strategic aspect of national development that is closely related to economic stability, social stability, and public welfare. During the 2024 - 2029 national development planning period, the Government of Indonesia has redeveloped the food estate program as a Food Production Center Area (Kawasan Sentra Produksi Pangan/KSPP) and designated it as a national priority in North Sumatra, Central Kalimantan, East Nusa Tenggara, Papua, and South Papua. The success of the development of these areas is highly dependent on the availability of fertilizers, while the spatial separation between fertilizer plants and food estate locations makes the fertilizer distribution system particularly maritime transportation a crucial factor in the supply chain. This study employs an optimization method based on the Vehicle Routing Problem (VRP) to determine optimal distribution routes and the selection of trucks and vessels in order to minimize fertilizer distribution unit costs, which include inland transportation and maritime transportation costs. Fertilizer demand is calculated based on cultivated area and fertilizer application rates per hectare, with a total requirement of 5.710.009 tons for all provinces. The optimization results indicate that the most efficient distribution scheme adopts a port-to-port pattern under a Time Charter Hire (TCH) scheme, in which North Sumatra uses KPL14 vessels (5.558 DWT) with a unit cost of Rp10.152/ton; Central Kalimantan uses KPL14 vessels (5.558 DWT) with a unit cost of Rp21.252/ton; East Nusa Tenggara uses KPL18 vessels (900 DWT) with a unit cost of Rp35.673/ton; Papua uses KPL18 vessels (900 DWT) with a unit cost of Rp4.185/ton; and South Papua uses KPL12 vessels (14.390 DWT) with a unit cost of Rp1.069.084/ton.
