Abstract

Keamanan informasi menjadi aspek krusial bagi instansi pemerintahan, termasuk Dinas Komunikasi dan Informatika (Diskominfo) Provinsi Jawa Timur yang bertanggung jawab atas perlindungan data sensitif dan sistem informasi. Indeks Keamanan Informasi (Indeks KAMI) merupakan alat evaluasi yang dikembangkan oleh Kementerian Komunikasi dan Informatika (Kominfo) untuk mengukur kesiapan dan kematangan keamanan informasi pada instansi pemerintah. Namun, proses evaluasi yang masih berbasis Excel memiliki keterbatasan dalam integrasi data dan kecepatan pelaporan. Penelitian ini bertujuan untuk merancang dan mengembangkan Indeks KAMI versi 5.0 berbasis web portal menggunakan metode pengembangan perangkat lunak ICONIX. Metodologi yang digunakan mencakup studi literatur, penggalian kebutuhan, penyusunan rancangan model, pengembangan web portal, pengujian, dan dokumentasi. Identifikasi kebutuhan sistem dilakukan melalui wawancara dengan pihak Diskominfo Jawa Timur. Rancangan model dibuat menggunakan diagram UML seperti use case diagram, sequence diagram, dan class diagram. Pengembangan web portal dilakukan menggunakan framework Laravel dengan basis data MySQL. Pengujian dilakukan melalui pengujian fungsional dan User Acceptance Testing (UAT) untuk memastikan sistem berfungsi sesuai kebutuhan. Hasil UAT menunjukkan bahwa sistem mudah dipahami, efisien digunakan, dan sesuai dengan kebutuhan pengguna, serta mampu meminimalkan kesalahan dalam proses pengisian dan pengelolaan data. Dengan demikian, web Indeks KAMI yang dikembangkan dinilai layak digunakan dan dapat meningkatkan efektivitas serta efisiensi evaluasi keamanan informasi di Diskominfo Provinsi Jawa Timur.

Information security is a crucial aspect for government agencies, including the East Java Provincial Communication and Informatics Office (Diskominfo), which is responsible for protecting sensitive data and information systems. The Information Security Index (KAMI Index) is an evaluation tool developed by the Ministry of Communication and Informatics (Kominfo) to measure the readiness and maturity of information security in government agencies. However, the Excel-based evaluation process has limitations in data integration and reporting speed. This study aims to design and develop a web-based KAMI Index version 5.0 using the ICONIX software development method. The methodology used includes literature review, needs assessment, model design, web portal development, testing, and documentation. System requirements identification was conducted through interviews with the East Java Diskominfo. The model design was created using UML diagrams such as use case diagrams, sequence diagrams, and class diagrams. The web portal was developed using the Laravel framework with a MySQL database. Testing was carried out through functional testing and User Acceptance Testing (UAT) to ensure the system functions as needed. The UAT results showed that the system was easy to understand, efficient to use, and suited to user needs. It also minimized errors in data entry and management. Therefore, the KAMI Index website developed was deemed suitable for use and could improve the effectiveness and efficiency of information security evaluations at the East Java Provincial Communications and Information Office.
