Abstract
Indonesia merupakan negara kepulauan terbesar yang terletak diantara dua samudra yaitu Samudra Pasifik dan Samudra Hindia. Dengan total panjang garis pantai sepanjang 95.181 km dan Zona Ekonomi Eklusif seluas 2,91 juta km2, menjadikan indonesia menjadi penghasil komoditas laut terbesar dan menyumbang Produk Domestik Bruto (PDB) sebesar 2,77%. Kebutuhan akan pangan terutama protein hewani air akan terus bertambah seiring dengan bertambahnya jumlah penduduk. Kebutuhan yang semakin bertambah itu juga, dapat diartikan bahwa tanggungjawab atas pelestarian sumber daya alam ini harus semakin ditiingkatkan. Penerapan sustainable supply chain dalam sektor industri perikanan dibutuhkan untuk menjaga kelestarian laut sehingga dapat dinikmati dalam jangka waktu yang lebih lama dan terus menerus. Penelitian ini menganalisis faktor krisis / Critical Sucess Factor (CSF) yang terjadi dalam praktek sustainable supply chain di industri perikanan Indonesia khususnya di Jawa Timur, yang selanjutnya dapat digunakan sebagai evaluasi lanjutan guna tercapainya industri perikanan yang berkelanjutan. Faktor krisis yang didapatkan di proses menggunakan Principal Component Analysis (PCA) untuk mereduksi dan mengelompokkan indikator CSF menjadi faktor-faktor utama yang paling dominan secara statistik. Selanjutnya Interpretive Structural Modelling (ISM) digunakan untuk memodelkan hubungan struktural dan hierarki antar faktor kritis tersebut dalam sistem sustainable supply chain industri perikanan di Jawa Timur. Hasil penelitian ini menyarankan bahwa upaya penguatan sustainable supply chain pada sektor perikanan perlu dimulai dari pembenahan kebijakan hijau yang meliputi pengurangan emisi, dilanjutkan dengan penguatan keselamatan dan kapasitas tenaga kerja, integrasi kebijakan dan komunikasi rantai pasok, serta perbaikan pada aspek operasional seperti pengelolaan lingkungan, efisiensi biaya, dan pengelolaan pasca panen.

Indonesia is the world’s largest archipelago country, strategically located betwen the Pacific Ocean and Hindia Ocean. With 95.181 km length of total coastline and 2,91 million kilometer square Exclusive Economic Zone (ZEE), Indonesia become one of the world’s major producers of marine commodities and contributes aproximately 2,77% to the nationnal Gross Domestic Bruto (GDP). The demand for food, particularly in aquatic animal protein, is expected to continue increasing in line with population growth. This growing demand also implies that responsibility for the conservation and sustainable management of marine resources must be strengthened accordingly. Therefore, the implementation of a sustainable supply chain within the fisheries industry is essential to preserve marine ecosystems, ensuring that these resources can be utilized contiinously and sustainably over the long term. This study analyzes the Critical Success Factors (CSFs) influencing the implementation of sustainable supply chain practices in the Indonesian fisheries industry, with a specific focus on East Java Province. The identified critical factors are intended to serve as an evaluative foundation for improving and strengthening sustainability performance within the fisheries sector. The CSFs obtained are further processed using Principal Component Analysis (PCA) to reduce dimensionality and statistically group CSF indicators into the most dominant underlying factors. Subsequently, Interpretive Structural Modeling (ISM) is employed to model the structural relationships and hierarchical interactions among these critical factors within the sustainable supply chain system of the fisheries industry in East Java. The findings of this study suggest that efforts to strengthen sustainable supply chain implementation in the fisheries sector should begin with improvements in green policy initiatives, particularly those related to emission reduction. These efforts should be followed by enhancements in occupational safety and workforce capacity, strengthened policy integration and supply chain communication, and improvements in operational aspects, including environmental management, cost efficiency, and post-harvest handling practices.
