Abstract
Teknologi Informasi (TI) telah menjadi kebututuhan mendasar dalam memberikan dukungan proses bisnis dan mencapai tujuan organisasi. Perguruan tinggi merupakan salah satu bentuk organisasi yang kompleks dan memiliki beragam kebutuhan TI, diantaranya administrasi kemahasiswaan, keuangan, pembelajaran dengan berbagai platform teknologi yang berbeda.. Pada sebagian perguruan tinggi penerapan dan tata Kelola TI masih belum dilihat sebagai proses kritis, hingga terjadi permasalahan yang mengganggu kinerja. Permasalahan yang umum terjadi diantaranya pada masa persiapan kurikulum, pelaksanaan pembelajaran dan sampai pada keamanan data. Permasalahan ini berdampak pada kinerja perguruan tinggai yang pada akhirnya berdampak pada kualitas pengajaran dan keluaran yang dihasilkan. Berdasar permasalahan diatas penelitian kali ini akan berfokus pada pembentukan model yang dapat digunakan untuk melakukan evaluasi dan penentuan prioritas penerapan standar tata kelola dan management TI. Penelitian akan di lakukan di fakultas kedokteran universitas ABC. Pada penelitian ini akan menggunakan COBIT 2019 framework dan AHP dalam penentuan prioritas. Hasil penelitian memberikan rekomendasi penguatan tata kelola TI di Fakultas Kedokteran Universitas ABC. Prioritas perbaikan difokuskan pada area optimasi risiko, keamanan informasi, dan kesinambungan layanan, terutama melalui proses EDM03, APO12, APO13, DSS04, dan DSS05. Untuk memastikan implementasi berjalan stabil dan dapat dikendalikan, rekomendasi juga mencakup penguatan proses pendukung dan pengawasan, meliputi pengelolaan data, pengendalian konfigurasi, penanganan permintaan layanan, insiden dan problem, kontrol proses bisnis, serta mekanisme pengendalian internal dan assurance (APO14, BAI10, DSS02, DSS03, DSS06, MEA02, MEA04). Integrasi COBIT 2019 dengan AHP menghasilkan penetapan prioritas yang lebih kontekstual karena menggabungkan karakteristik organisasi dan pembobotan responden, dengan fokus yang konsisten pada aspek risiko–keamanan–kontinuitas. Temuan ini menjadi dasar penyusunan model prioritas proses dan roadmap peningkatan kapabilitas yang bertahap, realistis, dan dapat dievaluasi secara periodik.

Information Technology (IT) has become a fundamental need in providing business process support and achieving organizational goals. Higher education is a complex form of organization and has a variety of IT needs, including student administation, finance, learning with various different technology platforms. In come tertiary institutions, IT implementation and governance is still not seen as a critical process, until the problems arise, interfere with performance. Common problems that occur include curriculum preparation, learning implementation and data security. This problem has an impact on the performance of universities which ultimately impacts the quality of teaching and the output. Based on the problems above, this research will focus on establishing a model that can be used to evaluate and determine priorities for implementing IT governance and management standards. The research will be carried out at the ABC University medical faculty. This research will use the COBIT 2019 framework and AHP in determining priorities. The research provides recommendations to strengthen IT governance at the Faculty of Medicine, University ABC. Improvement priorities focus on risk optimization, information security, and service continuity, primarily through the processes EDM03, APO12, APO13, DSS04, and DSS05. To ensure implementation remains stable and manageable, the recommendations also include reinforcing supporting and oversight processes, covering data management, configuRation control, service request handling, incident and problem management, business process controls, as well as internal control and assurance mechanisms (APO14, BAI10, DSS02, DSS03, DSS06, MEA02, MEA04). Integrating COBIT 2019 with AHP produces more context-sensitive prioritization by combining organizational characteristics with respondents’ weighting, with a consistent emphasis on the risk security–continuity domain. These findings provide the basis for developing a prioritized process model and a phased, realistic capability improvement roadmap that can be evaluated periodically.
