Abstract
Pemerintah Provinsi Jawa Timur telah menerapkan standar pengembangan aplikasi melalui Pergub Nomor 98 Tahun 2018, namun belum memiliki metode standar untuk mengestimasi biaya pengembangan aplikasi berbasis kompleksitas sistem. Akibatnya, usulan anggaran antar perangkat daerah menunjukkan variasi yang signifikan dan berpotensi menurunkan konsistensi, transparansi, serta akuntabilitas penganggaran. Di sisi lain, Kepmenkominfo Nomor 117 Tahun 2024 menyediakan referensi harga jasa dan SDM TIK, tetapi belum terintegrasi dengan pengukuran ukuran dan kompleksitas aplikasi. Penelitian ini mengembangkan metode estimasi biaya berbasis Extended-COSMIC FP sebagai dasar usulan standar biaya umum pengadaan aplikasi pemerintahan. Kompleksitas sistem diukur menggunakan COSMIC FP yang merupakan metode pengukuran functional size sebuah sistem. Setelah diketahui functional size kemudian dikonversi menjadi effort, didistribusikan ke tahapan pengembangan sesuai Pergub 98/2018, dan dihitung biayanya berdasarkan pay rate yang diatur dalam Kepmenkominfo 117/2024. Hasil pengujian pada 15 aplikasi menunjukkan nilai Mean Relative Error sebesar 12,30% dan PRED(0,25) sebesar 93,33%. Metode ini terbukti mampu menghasilkan estimasi biaya yang lebih terukur, konsisten, dan mendukung proses penganggaran aplikasi di Pemerintah Provinsi Jawa Timur.

The East Java Provincial Government has implemented application development standards through Governor Regulation No. 98 of 2018, but does not yet have a standard method for estimating application development costs based on system complexity. As a result, budget proposals between regional agencies show significant variations and have the potential to reduce consistency, transparency, and accountability in budgeting. On the other hand, Minister of Communication and Information Technology Decree No. 117 of 2024 provides a reference for the pricing of ICT services and human resources, but it has not been integrated with the measurement of application size and complexity. This study develops a cost estimation method based on Extended-COSMIC FP as the basis for proposing a standard cost for government application procurement. System complexity is measured using COSMIC FP, which is a method for measuring the functional size of a system. Once the functional size is known, it is converted into effort, distributed to the development stages in accordance with Pergub 98/2018, and the cost is calculated based on the pay rate stipulated in Kepmenkominfo 117/2024. Testing results on 15 applications showed a Mean Relative Error value of 12.30% and PRED(0.25) of 93.33%. This method has proven to be capable of producing more measurable and consistent cost estimates and supports the application budgeting process in the East Java Provincial Government.
