Abstract
PT. Pupuk Indonesia Logistik merupakan salah satu perusahaan penyedia angkutan laut yang bekerja sama dengan PT. Pupuk Sriwidjaja dalam pengiriman pupuk bersubsidi dalam kuantum tertentu dari lini 1 yang berada di kota Palembang ke beberapa daerah tujuan yang berada pada lini 2. Kuantum tersebut harus dipenuhi baik dengan menggunakan kapal milik maupun kapal sewa atau kapal charter. Jenis kapal milik atau kapal sewa yang digunakan dalam proses pengiriman adalah kapal curah pupuk. Permasalahan timbul karena perairan Sungai Musi Palembang memiliki ketinggian air yang berbeda-beda setiap harinya dan dengan draft limit yang rendah akibat sedimentasi yang terjadi di dasar sungai sehingga berpengaruh terhadap muatan yang dapat diangkut oleh kapal. Di sisi lain, pada proses penyaluran pupuk bersubsidi, perusahaan harus memenuhi prinsip 6T yaitu tepat jenis, tepat jumlah, tepat harga, tepat tempat, tepat waktu, dan tepat mutu. Strategi yang diperlukan perusahaan untuk mengatasi permasalahan tersebut adalah strategi penjadwalan dan penentuan rute kapal karena berpengaruh terhadap kemampuan kapal milik dalam memenuhi kuantum, ketepatan waktu dan tempat pengiriman, serta jumlah profit yang dihasilkan perusahaan. Model Inventory-Multi-Ship Routing and Scheduling Problem with Draft Limit and Split Delivery (IMSRPDLSD) dikembangkan pada penelitian ini untuk mendapatkan jadwal dan rute yang menghasilkan profit maksimal dengan tetap mempertimbangkan draft limit dari perairan sungai Musi dan ketersediaan pupuk pada daerah tujuan. Model diselesaikan dengan menggunakan pendekatan constructive heuristic karena permasalahan dikategorikan ke dalam NP-Hard problem. Pada algoritma yang dikembangkan, pemilihan tujuan didasarkan pada inventory days of supply terendah untuk menghindari terjadinya stock-out. Berdasarkan percobaan numerik yang dilakukan, algoritma mampu menyelesaikan permasalahan IMSRPDLSD dengan baik. Dari hasil penjadwalan yang sudah dilakukan, dapat disimpulkan bahwa inventory level initial sangat berpengaruh terhadap pemilihan tujuan yang dilakukan dan penetapan jumlah minimum muatan kapal sebesar 6.000-ton menghasilkan performansi yang lebih baik dalam hal jumlah profit yang dihasilkan, jumlah waktu availabilitas kapal, dan rata-rata utilitas kapal.

As a provider of sea transportation services, PT. Pupuk Indonesia Logistik is responsible for the delivery of subsidized fertilizer in a certain quantum from PT. Pupuk Sriwidjaja Palembang city to several destination areas. The cargoes must be fulfilled either by using owned vessels or by chartered vessels. The type of vessel used in the shipping process is a bulk vessel. Problems arise because the Musi Palembang River have different water levels every day and with a low draft limit due to sedimentation that occurs at the bottom of the river so that it affects the amount of cargoes that can be transported by ships. On the other hand, PT. Pupuk Indonesia Logistik while distributing subsidized fertilizers must comply with the 6T principles, namely the right type, the right quantity, the right price, the right place, the right time, and the right quality. The strategy needed by the company to overcome these problems is a strategy of routing and scheduling because it affects the ability of owned ships to meet the quantum the time and place of delivery, as well as the amount of profit generated by the company. The Inventory-Multi-Ship Routing and Scheduling Problem with Draft Limit and Split Delivery (IMSRPDLSD) model was developed in this study to obtain schedules and routes that generate maximum profit while still considering the draft limit of the Musi River and the availability of fertilizer in the destination area. Constructive heuristics are used for this model because the problems are categorized into NP-Hard problems. In the developed algorithm, destination selection is based on the lowest inventory days of supply to avoid the stock-outs. Based on the numerical experiments conducted, the algorithm can solve the IMSRPDLSD problem well. From the scheduling’s results, it can be concluded that the initial inventory level is very influential on the selection of destinations carried out and the determination of the minimum number of shiploads of 6,000-tons results in better performance in terms of the amount of profit generated, the amount of time the ship's availability, and the average utility of the ship.
